The Cornell Cooperative Extension of Sullivan County Food Systems Program Manager will be responsible for the programmatic and administrative direction, management, and coordination of programs that aim to improve access to local foods in order to reduce food insecurity, prevent and/or postpone the onset of diet-related chronic disease, promote health equity among vulnerable populations and support local agricultural economic development. In Sullivan County, this includes, the Fruit and Vegetable Prescription Program and the Supplemental Nutrition Assistance Program Education (SNAP Ed), and other local wholesale and retail non-profit food distribution outlets such as food hubs, County Farmers Markets and the Sullivan Fresh farmers’ market and mobile farmers market. Programmatic efforts will include assistance with program development, delivery, and evaluation. This individual represents Cornell Cooperative Extension’s programs to the public, community leaders, government officials and Cornell University as part of program delivery. This is a three year grant funded position.

Required Qualifications:

  • Bachelor’s Degree with experience relevant to the position.
  • Experience in food and nutrition interventions, farmers’ markets, local foods procurement and distribution, farm to school and/or community outreach
  • Experience with digital information systems.
  • Ability to clearly communicate (speak, read and write proficiently) in English.
  • Ability and willingness to work with diverse audiences and maintain cultural sensitivity.
  • Experience with windows-based software including use of the internet and Microsoft Office Suite including Outlook, Word, and Excel.
  • Ability to communicate effectively, clearly, and tactfully through verbal, written and electronic methods.
  • Ability and willingness to work with a high degree of integrity, accuracy, organization, sound professional judgment, and the ability to handle confidential, sensitive information.
  • Ability to organize, manage, and prioritize multiple tasks, deadlines, requirements, and priorities to complete work in a timely manner and within established deadlines.
  • Ability to meet travel requirements associated with this position.
  • Ability to work flexible hours which may include evenings and/or weekends, as appropriate.

Preferred Qualifications:

  • Experience with Cooperative Extension or other similar educational organizations.
  • Experience conducting community food assessments.
  • Experience with strategic planning processes.
  • Experience with local food procurement and distribution
  • Agriculture or nutrition related college level classes.
  • Agriculture or Nutrition related job experience.
  • Familiarity with the community in which the work will take place and ability to utilize program resources within the community.

Responsibilities/Essential Functions:

Program Responsibilities:

Program Development – 5%

  • May apply subject matter knowledge to provide input into the development of innovative food systems programming and strategies to meet identified needs and diverse interests of participants.
  • May support the research, identification, and/or selection of existing program resources necessary to implement equitable food systems programming.
  • May influence programmatic changes based on program evaluation outcomes and to meet changing local and/or statewide priorities or needs.

Program Delivery – 20 %

  • Utilize existing program materials and educational framework for food systems program delivery occasionally in the farmers’ market, and community outreach settings.
  • Deliver innovative, high quality food systems programs that address identified programming priorities utilizing a variety of educational methods which may include direct teaching, group experiences, media, newsletters, electronic technology, internet, and distance learning.
  • Serve as a subject-matter resource in the area of food systems to staff, other educators, participants, community organizations and the general public.
  • Work to foster acceptance of the equitable food systems programming methods and policies while addressing community and individual needs and considering diverse audiences.
  • Represent CCE before the public, participants, community leaders, government officials, Cornell or other land grant universities in a professional manner as part of program delivery.

Program Evaluation – 5 %

  • Interact with program participants and collaborators, Cornell faculty, and staff to collect evaluation data for improving programs.
  • Interpret evaluation data for reporting and program improvement purposes using standard, established policy, procedure and methods.
  • Recommend program changes to strengthen and improve programs.
  • Communicate evaluation results and findings.

Administrative Responsibilities:

Direction – 25 %

  • Develop the food system plan, including planning process and final products, in collaboration with Ag Issue Leader and Food security network members.
  • Provide moderately complex administrative tasks to support the planning of Sullivan Fresh programming to include, but not limited to planning the delivery of established educational program goals and planning the structure of delivering educational programs via various methods.
  • Identify community and fiscal resources for program continuance and enhancement.
  • Develop grant applications to secure funding for ongoing/expanded programming efforts obtaining input and any relevant guidance from Supervisor, Executive Director and/or Finance team.
  • Provide supervisor with program related information for the budget development process.
  • Develop and plan marketing strategies and promotion to reach target audiences and meet program objectives through public relation initiatives and networking/collaborating with government, economic, educational and community organizations.
  • Identify staff development/training needs and planning staff development strategies in collaboration with Supervisor.

Management – 30 %

  • Ensure food systems conform to Association and Statewide Plans of Work as well as grant funder requirements.
  • Guide the grant proposal process to secure additional resources and funding in collaboration with Supervisor, Executive Director and the finance team.
  • Solve problems and resolve conflicts that arise within the program utilizing appropriate policies and procedures.
  • Guide the implementation of the Sullivan Fresh program budget (i.e. track expenses, provide support for purchasing, and other administrative tasks).
  • Monitor program financial status (income/expense) to ensure compliance with funding requirements, grant specifications, and adherence to Association strategies/Plan of Work.
  • Identify and recommend program needs for Sullivan Fresh, and overall food systems programming (i.e. program supplies and materials).
  • Guide the implementation in the county of marketing initiatives including social media and mass media.
  • Supervise, and provide guidance to staff including coaching, supporting, and providing feedback to enable educators to achieve program objectives and meet the needs of constituents.
  • Oversee program volunteers and monitor time to ensure program needs are met.
  • Monitor program to ensure that educational content conforms to policies and objectives of the Association and is research based.
  • Identify ways to reduce costs and maximize existing resources within the Association.
  • Make recommendations to Supervisor regarding program budgetary needs.
  • Provide administrative tasks in guiding the implementation of marketing strategies for the Sullivan Fresh program and program.
  • Solve problems and resolve conflicts that arise within the program utilizing appropriate policies and procedures and with Supervisor guidance as needed.
  • Provide administrative management of established Sullivan Fresh and educational program goals.

Coordination/Operation – 10%

  • Organize and coordinate teaching materials necessary for food systems programs applying existing subject matter knowledge.
  • Coordinate identified administrative aspects of the initiatives including, but not limited to: preparing correspondence, maintaining files, maintaining participant records, etc. ensuring confidentiality of all information.
  • Maintain communication with constituents and the community through variety of methods such as newsletters, e-mails, electronic technology, internet, social media, website postings and content.
  • Assist with coordination of marketing and promotion of program initiatives through public relation initiatives and networking/collaborating with government, economic, educational and other organizations.
  • Provide information as requested to assist with preparation of reports, impact statements, and success stories on program progress and accomplishments for funders, advisory committees, Board and others as necessary.
  • Coordinate, compile and organize existing program resources and program materials.
  • Maintain records, perform data management and complete program reports as required by the Association in accordance with established policies and procedures as well as in compliance with grant/contract requirements.
  • Collaborate with community agencies as requested or required to facilitate programming, special events, and activities.
  • Coordinate and assist with special projects and outreach efforts as required by Supervisor.
  • Assist in the coordination of effective marketing and communication strategies in the promotion of food systems initiatives to include, but not limited to: print media, news media, social media, and multi-media efforts.
  • Collect evaluation data and program needs assessments from program participants based on existing evaluation framework and guidelines.
  • Maintain highest degree of confidentiality of information, participant information and data collected.
  • Submit accurate program related expense and mileage reports in a timely manner as required.
  • Effectively maintain existing professional relationships with other agencies, organizations and businesses that promote effective communication and facilitate continued programming efforts.
  • Provide moderately complex administrative tasks to support the delivery of established educational Sullivan Fresh program goals.
  • Collect developed program surveys and evaluations.
  • Recruit partners and eligible participants to Sullivan Fresh program offerings.
  • Assist in implementing mass media efforts as it relates to Sullivan Fresh programming, and the Sullivan Catskills Farmers Market marketing initiative.
  • Complete necessary written documentation as required by program and funder.

Professional Improvement – 5%

  • In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
  • Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.
