GEOGRAPHIC INFORMATION SYSTEM (GIS) TECHNICIAN

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

OPEN TO THE PUBLIC
This recruitment will establish an open eligible list. This list will be used to fill current and future GIS Technician positions. This eligible list may also be used to fill positions in similar and/or lower classifications throughout the County of Orange .

REGISTRAR OF VOTERS
The County of Orange, Registrar of Voters (ROV) is a nationally recognized and award-winning agency, responsible for conducting elections, verifying petitions, and maintaining voter records in the County of Orange, the fifth largest voting jurisdiction in the United States with 1.8 million active registered voters. The department receives funding from the County's General Fund and periodic reimbursement from the federal government, the State of California and local jurisdictions. The Registrar of Voters' staff includes 49 full-time employees, numerous numerous Extra Help employees representing the broad spectrum of Orange County's population. The office has conducted more elections in a short period than at any other time since the County was established in 1889. The department is responsible for all components of election management, including voter registration, poll worker and polling place recruitment, ballot creation, voting system security, ballot processing and vote tallying, community outreach and education, and candidate services such as candidate filing and campaign finance. The Orange County Registrar of Voters prides itself on being a leader in the international and national elections community, working to continually innovate and create new and better ways to serve the public. THE OPPORTUNITY
The GIS Technician will: create and maintain GIS layers; maintain precinct/district and master street databases; maintain precinct boundaries; create reports for recording precinct boundary changes; create customized maps; write procedures for Map Unit operations; and proof GIS data for accuracy.

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES

The ideal candidate will possess a Bachelor's Degree in Geographic Information Systems, Cartography, or in a related field OR two (2) plus years of professional experience using GIS software OR possess a Geographic Information Systems certificate. In addition, the ideal candidate will possess extensive professional work experience and/or knowledge in the following core competencies:

  • Creating reports for recording precinct boundary changes and customized maps
  • Developing and implementing procedures for unit operations

  • Planning, organizing and implementing projects to meet established time frames

  • Working with other public and private agencies in efforts to provide customer service to the community, public, and key stakeholders
  • Maintaining effective working relationships with all stakeholders
  • Thriving in a fast-paced environment with changing priorities
Oral | Written Communication Skills
  • Responding quickly, courteously, and proficiently to customer service requests
  • Soliciting feedback and adjusting customer requests to fit into business improvements
  • Generating consensus and collaborative relationships to bring about efficient and effective outcomes
  • Developing and preparing presentations and reports of GIS data
MINIMUM QUALIFICATIONS


NOTE: Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Services (N.A.C.E.S.).

RECRUITMENT PROCESS
Human Resource Services (HRS) will screen all application materials to identify qualified applicants. After screening, qualified applicants will be referred to the next step and notified of all further procedures applicable to their status in the recruitment.

Online Assessment | Multiple Choice (Refer/Non-Refer)
Applicants who meet desirable qualifications will be invited to participate in one or more job-related assessments. Applicants will be notified of their test date and access code, if applicable. Only the most qualified applicants will move forward to the next step in the recruitment process.

Structured Oral Interview (Weighted 100%)
Applicants will be interviewed and rated by an oral interview panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job.

Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
