GIS Manager

The Tax Appraisal District of Bell County is hiring a GIS Manager in our Mapping/GIS Department. This position is responsible for the administration, management, development, maintenance, and updating of the District’s GIS Program. This is accomplished through preparation and implementation of the GIS program priorities, creation and maintenance of the District’s GIS data sets, administration of procedures, and direct supervision of GS team members. This position is responsible for administrative planning and organizational work. The GIS Manager is expected to provide technical assistance to the GIS team.

Education, Experience, and Training:

College degree with a major emphasis in Geography, GIS or Business preferred. A technical degree and/or at least two years of related experience may be considered including drafting, surveying and/or geographic information systems.

Skills In

Data entry: familiarity with legal documents, to include deeds, divorces, and assorted heirship documentation; reading field notes/surveys; researching land records; utilizing ArcGIS and web maps; excellent customer service. Good computer and typing skills, including proficiency in Microsoft Office applications, are required.

Essential Functions

• Responsible for the administration, management, development, maintenance, and updating of the District’s GIS data.

• Responsible for the quality and quantity of all GIS work performed within the district.

• Responsible for supervising each team member, ensuring they are receiving proper training, and overseeing the work in which they are performing.

• Evaluate each team member, report all disciplinary matters and/or problems concerning team members.

• Research titles and court records.

• Interpret deeds and enter boundary lines into GIS; updated acreage and create new accounts in GIS; combine and/or create new accounts in GIS; update legal descriptions, land segments, ownership information; link accounts; copy photographs to necessary accounts.

• Oversee the processing of annexations/de-annexations for entities, splits and combos, simple surveys, new subdivisions, plat submissions, and condemnations/civil cases. Ensure situs addresses are updated as needed.

• Create requested custom maps for property owners.

• Process complaints/corrections/requests from the public and entities.

• Remap or correct areas incorrectly mapped.

• Conduct all property owners and public contacts in a friendly, courteous, consistent, and professional manner at all times.

• Performs other tasks and assignments as may be assigned from time to time.

Physical Demands and Work Environment

Regular and consistent attendance is required. All work is performed in an office setting, and may require bending, climbing, typing, lifting up to 25 pounds, pushing, pulling, and reaching. Must be able to see fine print and detail on subdivision plats and assorted documents.
