A. GENERAL CLASS DESCRIPTION:
The principal function of this position is to assist in the development and maintenance of the GIS and Asset Management Systems within the City of Kalispell for Public Works. Additional responsibilities include complex analysis, custom reporting and application integration with for a variety of City systems to provide an advanced understanding of operational performance and efficiencies, public information, and project management.
B. SUPERVISION RECEIVED:
Works under supervision of the Information Technology Director and indirectly for the Deputy Public Works Director.
C. ESSENTIAL JOB FUNCTIONS & RESPONSIBILITIES (90%):

The following duties are typical for this classification. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned
a. Develops and maintains the GIS & Asset Management Systems including preparing data, records, and output; collection of Global Positioning System (GPS) data; scanning record drawings into document management systems; and integrating routine maintenance information into various GIS applications.
b. Edit ArcSDE in a versioned environment.
c. Design, test, publish webmaps, dashboards, Survey123, field apps and more.
d. Extract, transform, and load GIS data.
e. Experience with Enterprise Portal and maintenance tasks of SDE; compression, rebuild indexes, and statistics.
f. Supports mobile solutions for field data collection and maintenance.
g. Performs complex spatial analysis and creates information products from the GIS and related software and subsystems.
h. Assists in the integrations, evaluation, troubleshooting and managing of the GIS, Cityworks, Iworq, and GPS system software and hardware.
i. Provides training, demonstrations, and technical support to personnel in the operation of the Geographic Information System and personal computers.
j. Develops quality controls and standard operating procedures to ensure data integrity.
k. Develops and supports online reporting tools and dashboards for monitoring key performance indicators.
l. Researches and compiles a variety of information materials from outside sources, summarizes the information, and prepares related reports accordingly.
m. Researches and recommends technology initiatives related to the City’s Geographic Information System including acquiring, refining, manipulating, and merging spatial information from diverse sources.
n. Keeps immediate supervisor and others accurately informed concerning work progress, including present and potential work problems or suggestions for new or improved ways of addressing such problems.
o. Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
p. Completes and maintains records and files of required reports, correspondence, and documentation.
q. Assists with the management of ArcServer for field mapping applications and webmaps.
r. Creates, updates, modifies, and troubleshoots map services for field applications.
s. Provides recommendations for software and hardware upgrades to support direct and indirect GIS users.
D. ADDITIONAL DUTIES (10%):
a. May provide other technical and support assistance as required.
b. Other duties as assigned.
E. DESIRED MINIMUM QUALIFICATIONS:
a. Bachelor’s Degree in Geography, GIS Science, Computer Science or a related field; and
b. 1-3 years’ experience with GIS-related software, GIS-related database management, GIS-related programming, software and mapping; or
c. Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
F. KNOWLEDGE, SKILLS & ABILITIES (KSA’s):
a. Knowledge in:
i. Thorough knowledge of GIS software, databases and related applications, and of GPS hardware and software.
ii. Thorough knowledge of principles and practices of GIS analysis and design, spatial modeling, working with relational database systems, and in the creation and maintenance of the systems.
iii. Knowledge of ESRI ArcGIS products including ArcPro, ArcGIS Enterprise, ArcGIS Enterprise Portal, ArcMap, Arc Catalog, ArcGIS Online, Python, ArcSDE, asset management, and ability to learn products from ESRI included in the City’s ArcGIS Enterprise Agreement.
iv. Spatial reference, coordinate systems and projections.
v. Conversions and transformation of coordinate systems and projections.
vi. Thorough knowledge of database design and development, working with relational database systems, and in the creation and maintenance of the systems.
vii. Knowledge of or ability to quickly learn Crystal Reports.
viii. Knowledge of or ability to quickly learn object-oriented programming languages and web technologies.
b. Skilled in the operation of:
i. Personal computer operations, software maintenance and upgrades;
ii. Equipment specific to GIS operations, including, but not limited to: scanners, plotters, printers, and large format copiers;
iii. Accurately formulating information into a written report or document format;
iv. Accurately posting or recording information and maintaining spatial and tabular database information;
v. Conversions to acquired existing digital data to accomplish overlay and analysis procedures;
vi. Windows based desktop, laptops, and tablet computers; Apple iPhones, and iPads.
c. Abilities include:
i. Ability to analyze, interpret and develop solutions in a timely manner.
ii. Ability to visualize abstract concepts and effectively communicate them to others.
iii. Ability to utilize critical thinking and logic in dealing with systems problems.
iv. Ability to exercise sound, independent judgment and work with minimal supervision.
v. Ability to maintain confidentiality of sensitive information and data.
vi. Ability to establish and maintain effective working relationships with assigned supervisors, other City employees, elected officials, vendors, and the general public.
vii. Ability to interpret and apply Federal, State, and local policies, procedures, laws and regulations.
viii. Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.
ix. Ability to effectively train staff.
x. Ability to understand and follow oral and/or written policies, procedures and instructions.
xi. Ability to create queries, expressions, and formulas to write effective technical reports, flowcharts, topological data and other related data.
xii. Ability to prepare and present accurate and reliable reports containing findings and recommendations.
xiii. Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks.
xiv. Ability to follow proper safety procedures; take proper care of City-owned equipment and tools.
xv. Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.
xvi. Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
xvii. Ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.
xviii. Ability to understand and define user requirements and recommend cost effective systems solutions.
xix. Ability to present facts clearly and accurately in oral, written, and graphic form.
G. SPECIAL REQUIREMENTS:
a. Valid Montana Driver’s License or ability to obtain one upon hire.
b. History of satisfactory driving record.
