Job Summary
The Grants and Contracts Administrator is responsible for providing professional support for post-award activities related to grant and contract awards and funding. Activities include compliance monitoring, payment processing, expense reporting, quarterly forecast reporting, reviewing source documents, and the coordination of fiscal monitoring responsibilities. This position is responsible for the preliminary preparation of federal reporting and facilitation of all financial reporting information exchanges between SEMCA and assigned partners. This role provides technical support to partners relating to grant financial compliance and reporting and is responsible for ensuring federal grant programs are operated in compliance with regulations and grant funder requirements.
Essential Duties and Responsibilities
- Proactively manages fiscal activities to achieve successful outcomes for assigned grant programs.
- Maintains and implements policies and procedures to ensure that the agency/grantee and its sub-grantees activities comply with laws, regulations, and funder requirements related to the program
- Trains and provides fiscal technical assistance to staff and sub-grantees on compliance policies and procedures. Serves as primary point of contact and acts as agency “expert” for assigned grant programs
- Leads the fiscal preparation for audits by the funder, auditors, and other relevant parties
- Exercise independent judgement in the management of all phases of post-award grants and contracts administration, including monitoring award compliance, budgets, and reviewing and approving expenses
- Performs quarterly internal audits of assigned grant partners
- Maintains audit tools such as risk assessments, audit report templates, and audit/monitoring guides, and monitor the sub-grantees on these items
- Performs external audits on sub-grantees
- Identifies and explores opportunities for continuous quality improvement in departmental services
- Leads departmental process improvement working groups, prepare and/or reviews and provide feedback on department policies and procedures, manuals, and guidelines, as requested
- Creates and monitors corrective action plans, as needed
- Provides assistance with partner meetings, including but not limited to, scheduling meetings, developing meeting agendas, convening partners, preparing presentations, and presenting at meetings
- Other duties as assigned by supervisor
