The Boeing Company is looking for a Ground Systems Engineering Manager that will lead, manage, develop and motivate an integrated team of multiple discipline engineers with diverse backgrounds and skill levels in developing key ground technology solutions for customer needs in either Seal Beach or El Segundo, CA.

This position is expected to be 100% onsite due to security requirements. The selected candidate will be required to work onsite at one of the listed location options.

Position Responsibilities:
This manager shall develop and execute project and process plans, implements policies and procedures and sets operational goals, acquire resources for projects and processes, provides technical management of suppliers and leads process improvements, develop and maintain relationships and partnerships with customers, stakeholders, peers, partners and direct reports, provides oversight and approval of technical approaches, products and processes.

Primary responsibilities will be in mission performance for the Ground Engineering and Operations Organization to ensure successful programs mission execution while assuring operational integration across all GDMS programs and projects, proper personnel staffing and assignments.
Develop and execute ground development plans, implement policies and procedures and set development and sustainment goals
Coordinate with GDMS ground capabilities and associated products to develop and manage your team’s product line road map which should align with customers’ future needs and Ground Systems and Operations’ strategic plan.
Support negotiation of project changes and incorporates changes into project control systems to maintain work statements, and cost and schedule baselines
Establish and maintain customer relationships as well as partnerships with stakeholders, peers, partners and direct reports; Provide Senior Customer and Boeing leadership with program and product line status and SW capability demonstrations presenting regularly at program management reviews, leadership exchange meetings, program status and business management reviews.
Take ownership of a dedicated product and provide direct management and technical leadership necessary to drive the product to sell-off.
Coordinate contractual and administrative tasks with the upper management, Program Leadership, Chief Engineer, and IPT leads
Utilize Agile tools, methods and resources to drive team solutions to complex problems, optimize planned performance, and drive first time quality; utilize technical expertise to analyze situations, problems and issues, and make decisions based on cost, technical, and schedule considerations that best meet the requirements of the customer, co-contractors and the company
Manage and acquiring all staffing needs, determine critical skills, forecasts, obtains and manage personnel, facilities, services, equipment and tools to meet project and organizational needs
Guide and mentor engineers in achieving their career goals and transfer knowledge as appropriate. Manage, develop and motivate employees and team building. Recruit and develop top talent, leveraging the Boeing Internship program and other Boeing resources to assure a steady positive flow of new engineering talent.
Champion employee recognition, increase employee satisfaction and ensure workplace safety
Experience interfacing with senior and executive leadership
Experience collaborates cross-functionally with multiple programs or organizations

The position requires an active Top Secret/SCI U.S. Security Clearance. (A U.S. Security Clearance that has been active in the past 24 months is considered active.).

A successfully completed a Tier 5 Investigation (T5) , formerly known as a Single Scope Background Investigation (SSBI) by the federal government within the last 5 years.

This role also requires the ability to obtain a Counter Intelligence Polygraph (CI Poly) .

Basic Qualifications (Required Skills and Experience)
Bachelor’s Degree in engineering, computer science, mathematics, physics or chemistry
10+ years’ experience with systems engineering involving system requirements, functional decomposition and allocation, integrated design, analysis, integration and test, verification
10+ years’ experience leading or managing a technical project or team
Experience Cost Account Manager (CAM) or experience creating estimates
5+ years’ experience supporting proposal/task order/CROM/ECP efforts for new and follow-on business

Preferred Qualifications :
Experience in ground system systems engineering, including requirements analysis, design, and operation.
Experience leading or managing engineering teams.
Experience in systems, mechanical, electrical, or software engineering
Experience in Agile project planning or leading agile teams
Experience in Ground Systems, Software and Hardware Architectures and Design practices
experience leading large diverse teams in design and development of Ground System architectures training/transition on equipment and systems operations, maintenance and troubleshooting with RCCA/FRACAS and risk management
experience software development programs
Demonstrated ability to balance competing technical, programmatic and financial program elements
