Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1 (G23) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G21) and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Advanced proficiency in Microsoft Excel, Microsoft Office applications, statistical analysis tools/software/systems and data management systems; Experience performing complex data analysis/management; Strong organizational, analytical and processing skills required; Familiarity working in a dynamic team setting, and ability to collaborate with a diverse team in a fast-paced atmosphere; Experience measuring and quantifying the evaluation of health inequities through data analysis preferred; Understanding of health equity, health disparities, social determinants of health a plus; Familiarity with the landscape of NYS hospitals and Article 28 facilities preferred; working with or within hospitals and Article 28 facilities a plus
Reporting to the Director of the Health Equity Impact Assessment Unit within the Office of Health Equity and Human Rights (OHEHR), the Health Program Administrator 1 will conduct analysis of information collected from Health Equity Impact Assessments (HEIAs) submitted through the New York State Electronic Certificate of Need (NYSE-CON) system by facilities across New York State. Under the direction of the Director, the Health Program Administrator 1 in the Health Equity Impact Assessment Unit will: develop analytic systems to import and evaluate data elements (quantitative and qualitative) in the HEIA requirement through the Department's Certificate of Need (CON) application process for applicants seeking the establishment, ownership, construction, renovation, and change in service of Article 28 health care facilities (general hospitals, nursing homes, diagnostic and treatment centers, midwifery birth centers), in collaboration with Equity Assessment Reviewers in OHEHR’s HEIA Unit and other HEIA staff throughout the Department; identify trends and actionable items through data analysis, and offer suggestions to improve efficiency and accuracy of data collected through HEIAs; create and evaluate data reports, including regular reports for the Director and OHEHR leadership, and; advising solutions and leading data-related process improvements as identified. The incumbent will collect and process quantitative and qualitative data required in the HEIA, utilizing appropriate statistical tools and methods; analyze and interpret data following analytical methods/tools used, and identify trends and operational actionable items through analysis of data sets; Identify relationships and trends in data, and any factors that could affect results; Identify and evaluate appropriate methods to follow in analyzing and interpreting data; Evaluate internal systems for efficiency, problems, and inaccuracies, and identifying and suggested data-related solutions and process improvements ; Develop and maintain policies and procedures for handling, processing, and cleaning data; Create best-practice reports based on data mining, analysis, and visualization; Collaborate with the Equity Assessment Reviewers, the Director, and other HEIA staff throughout the Department to gather requirements and identify how changes impact current processes/analytical methods; Identify and create solutions in order to meet analytical/statistical needs; Generate regular and ad hoc reports and assist with data necessary to respond to the Director, OHEHR leadership and senior leadership in the Department as requested.
