Information Specialist II

Under the general direction of the Public Health Emergency Preparedness (PHEP) Manager. Performs highly complex informational and educational work. Work involves coordinating the preparation and dissemination of publications, presentations, data products, special reports, training materials, conference materials, and exhibits. Responsible for coordinating the research, writing, editing, and production of PHR 11 publications. Ensures publications are in accordance with state and department publications management requirements. Responsible for maintaining and updating PHR 11 Intranet and Internet websites and the PHR 11. Ensures the completeness and accuracy of online content and materials. Conducts, leads, contributes, and/or facilitates completion of specialized and routine assignments and projects that support the work of the PHEP Manager/Team. This position has the ability to telework up to 60% but will be required to come into the office location on an as needed basis.


Essential Job Functions:
(40%) Prepares and edits organizational publications, news and informational releases, talking points and scripts, advisories, newsletters, fact sheets, and content for Web sites and social media. Obtains art and photographs for presentations, publications and audiovisual productions. Designs and directs public information campaigns related to agency services. May analyze information for accessibility; and may recommend changes to make content accessible and remediate accessibility issues. May develop Web site and social media content and participate in usability testing and enhancements. May plan layout, design, illustration, production, color selection, ink and paper selection for artwork.

(30%) Conducts interviews, research sources, and ensures the completeness and accuracy of printed and online materials. Prepares and conducts speeches, press conferences, or meetings. Responds to general information inquiries about agency activities.

(15%) May assist in marketing programs to community and professional groups to coordinate, improve, and stimulate interest in agency programs. Responds to general information inquiries about agency activities. May assist with establishing an effective presence on social media sites, including posting approved broadcast messages, and may assist with preparing general comments. May coordinate information programs, conferences, seminars, workshops, and public hearings.

(5%) Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge of the use of Microsoft Software (Excel, Word and PowerPoint), Adobe Creative Suite, Creative Cloud and/or similar type software

Ability to establish and maintain effective working relations with internal and external stakeholders
Ability to interpret and apply programmatic and departmental policies and procedures to informational and educational material in print and online
Ability to handle multiple tasks and work well independently and within a team structure
Ability to take complex information and create graphic visualizations and solutions to fit the need of the project
Ability to see project through from concept to final product
Ability to independently analyze complex issues, draw conclusions, and initiate appropriate action

Initial Selection Criteria:
Applicants must clearly state how they meet each of the required initial screening criteria below.

1. Bachelor’s Degree in English, journalism, marketing, communications, digital communications, or a closely related field. Directly related work experience may be substituted for the education requirement on a year-to-year basis.
2. Experience in publishing software and/or production applications.
3. Experience with communication activities (communication plans, projects with a major dissemination aspect, web-based communications, etc.).
4. Experience in developing, researching, editing, posting materials related to news, communication, and social media (copy layout, publishing on media platforms, marketing strategies, etc.).

Must be legally authorized to work in the U.S. without sponsorship.

Salary Note: The salary offered will follow DSHS starting salary guidelines. Any employment offer is contingent upon available budgeted funds.

The applicant selected for this position will need to maintain compliance with DSHS Immunization Policy.

This position has the ability to telework up to 60% but will be required to come into the office location on an as needed basis. Selected applicants must have the ability to provide personal home internet service and must also have a home office location free from distractions that will provide the ability to ensure confidentiality in the workplace.

This position may require travel up to 5% of the time.
