The Department of Information Technology provides technology services and supports a wide variety of services for County departments. These services include networking, communications, security, hardware support, enterprise application, application design, development, and implementation. The department is organized into four divisions: Telecommunications, Technical Services, Security, and Enterprise Systems.
The Enterprise Systems (ES) Division has a skilled team of software engineers that provide County software services to support and enhance countywide business needs. This team integrates systems, builds custom software solutions, provides support for enterprise systems solutions for ERP, applications, GIS, and data analysis and design.
The Information Systems Programmer Analyst III (ISPA III) developer will be part of the ES Division team involved in providing application services to support critical County applications and boost the County’s business productivity. Services will be in areas related to Cloud applications programming and analysis, web development, web services, API design, data analytics and reporting, content management support and services, and software development lifecycle (SDLC).

- Developing applications for Web or Cloud Environment
- Developing, designing, and creating operational and analytical reports
- Using reporting requirements received from stakeholders to extract data from source systems, query for desired solution datasets and develop reports to present the results for prediction of trends and operational form for everyday usage
- Understanding information security, including software and hardware; identifying issues and taking initiative to resolve all security issues in application codes and development
- Implementing the methods and techniques of system design programming and software installation and applying quality assurance and security principles and procedures to computer applications
- Planning, designing, developing, implementing system analysis, and supporting cloud enterprise applications
- Installing, testing, and configuring software cloud applications and other home-grown applications
- Troubleshooting software issues in a mixed stack environment
- Overseeing quality assurance and security procedures for application services

The eligible list established from this recruitment may remain in effect for six (6) months.
Minimum Qualifications
Education: Possession of a bachelor’s degree from an accredited college or university, with a major in computer science or information processing or closely related field.
Experience: Three (3) years of full-time or its equivalent experience performing software applications programming or systems analysis.
Substitution for Education: Additional-qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of four (4) years.

- Enterprise Content/CRM/ Knowledge: Salesforce, DocuSign, Laserfiche, Smartsheet, o365 SharePoint, Business Intelligence reporting, workflows and automate
- Cloud Specific: Systems architecture and design; DevOps, Scaling, Security
- Cloud/WEB Skills: o365 SharePoint, MS Power Suite, MS Power Automate, Azure, AWS, Laserfiche Cloud, SOAP, REST, integrations with other content management and cloud solutions
- Coding Language/Development Skills: ASP.NET, Python, VBA, Ruby, C#, PowerShell, API Design (Java, Python, Object-oriented programming)
- Relational Databases: Oracle, SQL Server, MS Access, SSMS, and other DB Management scripting tools
- JavaScript libraries/frameworks: jQuery, AngularJS, ReactJS, XML, JSON, Java. CSS, HTML 5, DHTML
- Reporting & Analytics: o365 SharePoint, Microsoft Power Automate and MS Power BI tools, Tableau
- IDE: Visual Studios, Eclipse, Oracle SQL Developer, SSRS, Crystal Reports, TFS, Azure DevOps, GitHub
Selection Process
