Under the direction of the IT Business Operations Planning, Policy &
Performance Director, this position serves as business analyst and communication specialist with a primary emphasis on leading and facilitating communication and analysis related to IT communication and engagement projects (through customer-related responses, business requirements coordination across program areas, business rules and requirements solicitation from requesters, peer reviews, technical specifications and related artifacts review). Work involves coordinating the communication, awareness, and marketing of IT productivity resources, staff engagement and development efforts, and other initiatives as needed. Performs other duties as assigned. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.


Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Oversees the communication, marketing, and evaluation of IT productivity resources, staff engagement and development efforts, and future initiatives as needed. (35%)

Coordinates web environment design, deployment, and maintenance activities. This may include the gathering, development, and documentation of user requirements; the review, assessment, and development of business processes; the creation and validation of user acceptance testing; and the performance of post-implementation support of systems. (30%)

Designs web-based communication, including newsletter articles, emails, and banners. (25%)

Liaisons with business areas in IT to ensure the intranet and SharePoint environment support efficient operations, resource awareness, and knowledge dissemination. Liaisons with departments outside IT to coordinate communication efforts or other assigned project responsibilities as needed. (10%)

    Initial Selection Criteria:
    Graduation from an accredited four-year college or university with major coursework in business, communications, computer information systems or a related field.

    One year of appropriate experience may be substituted for the required education on a year-for-year basis.

    Experience in business analysis, project management, and marketing preferred.

    Experience working with SharePoint preferred.

    Experience in developing communication plans, working on projects with a major information dissemination aspect, or overseeing web-based communication activities preferred.


    Additional Information:
    This position can telework 100% from any location in Texas consistent with HHS telework policies. Applicants from outside Texas must be willing to relocate within 30 days of hire.
