About the Position
The Assessor Litigation Consultant is responsible for researching and determining Full Cash Value/Market Value for highly complex properties that are in litigation, and consulting with and advising Maricopa County counsel concerning litigation strategy involved in the defense and settlement of litigation cases in Arizona Tax Court. The position demonstrates expertise under general direction and significantly impacts Maricopa County due to the financial implications of the values produced and defended. The scope of this position is such that individuals in it are often expected to demonstrate high levels of competence and understanding of multiple appraisal disciplines and multiple property types.

We Require
  • Bachelor’s degree
  • Three years of appraisal experience within the last ten years
  • An appraisal designation from a nationally recognized appraisal organization may substitute for a bachelor’s degree or equivalent experience
  • Appraisal experience, a minimum of five years, in another county, state or jurisdiction may be considered
We Also Value
  • Degree in real estate, property appraisal, civil engineering/planning, accounting or related fields
  • Advanced appraisal training and continuing education
  • Advanced experience in one or more specific disciplines or with certain property types is highly desirable
  • Appraisal experience, preferably in an ad valorum or litigation environment
Job Contributions
  • Ensure meeting statutory obligations to produce fair and equitable values for the most complex properties by confirming components and/or other relevant property characteristic data, performing complex/sophisticated analysis of information to determine values, demonstrating a high degree of knowledge of and ability to apply a full range of appraisal principles, methods, and procedures, solid knowledge of statutes governing property valuation in Arizona; conduct advanced research using sales comparison, cost, and income approach valuation methods to review property values of highly complex properties; analyze data and provides findings
  • Review and analyze information submitted by taxpayers, including but not limited to profit and loss statements, leases, broker data, and fee appraisals; answer complex inquiries concerning property taxes, assessments, exemptions, protests, legal descriptions, classifications, Arizona tax law, Uniform Standards of Appraisal Practice, and appraisal principles; oversee and engage in complex and/or highly sensitive projects
  • Develop, update, and maintain detailed market surveys for each asset class, including accessing and reviewing news articles, brokerage reports, fee appraisals, etc., for both national and local markets; develop detailed income tools to effectively understand each market's asset classes, including, but not limited to, review and analysis of other income approaches such as Discounted Cash Flow, Internal Rate of Return, and Band of Investment
  • Provide expertise, training, and guidance to less senior Appraisal staff; participate in special projects
  • Attend appraisal classes and training to stay current on appraisal procedures and practices
  • Assist counsel with the development of valuation and defense strategy for mediation/settlement conferences; advise counsel with the development of trial strategy
  • Engage in settlement negotiations with taxpayers; perform case risk assessments to determine whether/how best to proceed with the litigation; consult with and advise Assessor’s administration concerning case risk assessment and litigation options
  • May appear as a fact witness in Arizona Tax Court appeals or serve as an independent expert on highly specialized or complex issues as needed
Working Conditions
  • This position may require visits to the field to collect data and other appraisal activities and involves the physical ability to measure, view and walk sites to be able to collect information necessary for appraisal
  • Possession of DOR Level I and DOR Level II certifications at the time of hire or equivalent professional appraisal designation or license. If no DOR Level I and II at the time of hire must either successfully challenge and acquire said certifications or complete and pass the same within 18 months of hire date
