Job title: Maintenance and Project Engineering Manager
Situation in organization: Reports to the Plant Manager. This position will have 1 Maintenance Supervisor and 3 indirect reports. The position has responsibility for Capex and Maintenance performance, cost controls, budgets and forecasts, and project work managed by the facility, process control system ownership, utility support and asset integrity and reliability engineer, and site PSM/PHA management.
Job dimensions: Responsible for Maintenance and capital projects for the Piedmont Plant, including direct supervision of associated subordinates and liaison with off-site resources. Provide capital and manufacturing cost accounting and analysis as appropriate within areas of competence. Provide system network management for all process control systems and support plant utilities and maintenance operations. Facilitate PHA/LOPAs and revalidations and manage PSM compliance.
Activities/ Responsibilities:
Production (80%)
- Manage organization and maintenance of related procedures, software, documentation etc. Liaison with Corporate Engineering and contract engineering firms as needed.
- Champion PSM compliance. Ensure design documentation requirements for process safety information are met and procedures accurate
- Manage mechanical integrity and asset reliability program and support maintenance PM program
- Coordinate timely accounting of inventories, consumptions, and production in accordance with corporate standards utilizing SAP and perform cost, ROI, etc. analyses as needed for information and decisions by business leadership.
- Manage process control system and historian functionality and implementation as well as troubleshooting and main support for other plant network systems per corporate requirements
- Provide leadership for external reporting requirements for utility information (regulatory commerce/energy summaries, taxes, etc.) and support environmental reporting
- Support utility operations including maintenance activities
- Lead development of capital budgeting and five-year planning including project scoping and implementation and working with corporate purchasing.
- Directing the Capital Expenditure Process including data and cost control information
- Maintenance and reliability of the operation
- For PSM/RMP Compliance including PHA/LOPA validation
- Asset Integrity and Reliability Compliance
- DCS management and cybersecurity compliance
- Contractor management and safety compliance
- Network reliability and maintenance including all site OEM systems
- Back up support for Plant and Operations Managers
Safety and Environmental (20%)
- Ensures compliance of regulatory and plant safety and environmental requirements with special emphasis on Process Safety Management (PSM) including executing Management of Change process
- Champion cybersecurity for the facility
- Co-Owner of contractor management and safety training including overseeing on-site contractors
- Participates fully in plant safety initiatives and programs including Behavioral Based Safety (BBS) program.
- Lead Facilitator for PHA/LOPA, Facility Siting, and Combustible Dust Analysis
- Site auditor for PSM/RMP compliance and ISO
- Ensure that all incidents are reported.
- Ensure that all HES training, standards, policies and procedures are followed.
- Demonstrates commitment to HES through high visibility and actions.
Context and environment: The job requires the ability to easily move through a chemical process requiring the use of stairs, ladders, and personal protective equipment with a strong understanding of chemical processes and safety regulations. This jobholder is independently responsible for ensuring safe, environmentally sound production of material while keeping personnel safety a top priority
Qualifications / experience required:
- BS degree or equivalent in engineering; Professional Engineer license preferred.
- 5 years’ experience in manufacturing operations; PSM/RMP production facility is preferred
- Demonstrated prior experience in direct supervision and or leadership capacity
- At least 3 years of project engineering experience including budget management preferred
- Very strong communication and interpersonal skills, leadership and supervisory skills, and teamwork facilitation skills
- High problem solving and analytical ability, accuracy and attention to detail, training of process operators regarding procedure and consistency, high level of confidence.
- Strong computer skills including Microsoft office and technical writing.
- Good understanding of electrical and mechanical equipment
- Strong experience with mechanical integrity testing and design requirements
- Knowledgeable in Process Hazard Analysis processes
- Knowledgeable in programmable logic controller systems and network communication
- Some experience with asset reliability processes
- Strong computer skills including Microsoft office and technical writing.
- Good understanding of electrical and mechanical equipment
- Strong experience with mechanical integrity testing and design requirements
- Knowledgeable in Process Hazard Analysis processes
- Knowledgeable in programmable logic controller systems and network communication
- Some experience with asset reliability processes
- Strong work ethic including good attitude and good attendance
