Position Objective

Responsible for assisting with assessment and oversight of Metro-North’s operations, facilities, and capital projects to ensure compliance with Federal and State environmental regulations. This position requires knowledge of railroad operations as well as environmental laws and regulations. This position will monitor existing environmental programs andidentify and implement additional environmental protection initiatives. It will also be responsible for the management of regulated waste including regulatory reporting, classification, and pick-up; facility compliance audits and inspections; waste minimization and contingency plans; and database management and development.

Responsibilities

  • Manage Resource Conservation and Recovery Act (RCRA) compliance and the transportation and
  • disposal of all regulated and hazardous wastes generated by Metro-North operations and capital
  • programs. This includes all necessary waste identification and classification, associated regulatory
  • paperwork, including waste profiles, manifests, annual generator reports, and other documentation,
  • arranging logistics of waste pick up with vendor and various Metro-North departments at over
  • twenty (20) routine generating shop and yard locations as well as capital projects and review of
  • invoices.
  • Provide regulatory guidance and support to employees on relevant environmental programs; as well
  • as conduct monthly and quarterly field audits at facilities, yards, and project sites to ensure
  • compliance with environmental regulations.
  • Compile information for annual Governor's Executive Order No. 22 Report. Requiring
  • communication with Stations, Operations, Maintenance of Way, Procurement and Materials
  • Management, GCT and other departments, and conversion of volumes into format acceptable for
  • reporting. Additionally assist in identifying and supporting new agency initiatives required by the
  • order.
  • Assist with Metro-North’s responsibilities under the Department of Environmental Conservation
  • Municipal Separate Storm Sewer System (MS4) requirements, including preparation of annual
  • report, stormwater mapping, illicit discharge tracking and SWPPP compliance.
  • Coordinate with MNR Operations/EAM leads and MTAIT to update and manage environmental
  • Geographical Information System data. Input data, maintain system and participate in meetings.
  • Develop and maintain databases to manage environmental information in an efficient and easily
  • retrieved manner. Maintain existing database to track the generation of regulated waste and its
  • transport and disposal from Metro-North operations and capital projects.
  • Update environmental training materials as needed for MNR Training Dept to ensure regulatory
  • training compliance for MNR employees. Includes Resource Conservation and Recovery Act
  • (RCRA), Stormwater and Oil handling and Spill Prevention. Identify new positions and maintain
  • the list of titles requiring training as needed for employees involved in the handling of hazardous
  • and other environmentally regulated wastes as well as those who require education in prevention of
  • and response to spills.
  • Function as member of the Environmental Compliance Weekly Coverage Rotation to cover spills
  • and other environmental emergencies. Supervise clean-up efforts, coordinate with regulatory
  • agencies, and prepare paperwork necessary to close spills and avoid fines and penalties. This will
  • require that during assigned rotation the individual remain available 24/7 and within Metro-North
  • territory.
  • Assist in sustainability and decarbonization initiatives, wetland delineations, environmental site
  • assessments and other environmental projects, including environmental site assessments and other duties as assigned.


Required Qualifications


  • Strong organizational skills to control, direct, and ensure timely completion of assigned tasks.
  • Familiarity with waste management techniques and technologies
  • Knowledge of Local, State and Federal Environmental regulations
  • Ability to work independently and meet tight deadlines.
  • Excellent verbal and written communication skills.
  • In-depth knowledge of MS Office Suite and similar applications.
  • Excellent planning, time management and organizational skills.
  • Knowledge and familiarity with Geographical Information Systems.
  • Knowledge of EHS software and ability to develop Environmental Management Databases.
  • Must be available 24 hours/7 days a week to respond to spills and other environmental emergencies.
  • Valid driver’s license.


Education and Experience


Bachelor’s Degree in Environmental Sciences or Studies, Environmental Database Development/Management

Minimum of five (5) years of experience handling various environmental issues. A Master’s Degree in Environmental Studies, Environmental Database Development/Management or Biology may be considered in lieu

of two such years of experience.

Minimum of three (3) years of experience managing projects and/or programs

Other Information

This is a safety sensitive position and subject to toxicology testing.

As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $108,638.00 or if you hold a position designated as a policy maker.

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.

Selection Criteria

Due to the competitive nature of the selection process, not all qualified candidates who meet the minimum requirements for the position are guaranteed an interview.
