Jacobs is seeking a Municipal Code Enforcement Manager to join our team in Metro Atlanta. As a Municipal Code Enforcement Manager, you'll perform all duties and activities of the City Code Enforcements Officers. You'll ensure enforcement of codes and ordinances and supervise resolution to complaints received relating to abandoned and junk vehicles, excessive grass, and weeds, garbage, proper or improper use of special permits, zoning, signs, and other related permits and activities. In addition, you'll supervise Code Enforcement Officers and Community Compliance staff, including assignment of work, directives, performance evaluations, processing employee concerns, counseling, disciplinary action, development and coordination of training programs, monitoring staff compliance with policies, and procedures, and monitoring their (officers) ability to accurately perform duties as related to enforcement of codes, laws, and regulations.
Additional Duties
- Supervises collection of facts and determines proper action be taken as related to violation of city codes and regulations.
- Supervises preparation of detailed reports and correspondence regarding city code violations.
- Prepares evidence and provides sworn testimony on legal actions regarding code violations.
- Assists Manager and Director in developing and implementing department policies and procedures, and assists in preparation of city code amendments.
- Supervises and participates in the issuing of warnings, written notices of violations, and tickets; follows departmental procedures for notification, re-inspections, and other actions required to ensure compliance.
- Provides technical assistance to all code Enforcement personnel with daily investigations and case preparation.
- Inspects vehicles and equipment to ensure proper working conditions.
Knowledge, Skills, and Abilities
- Knowledge of city zoning and land use regulations, rules and procedures, and geography of the city.
- Knowledge of legal, administrative, and procedural regulations applicable to the particular section assigned.
- Knowledge of City and department policies and procedures.
- Ability to maintain regulatory records and prepare and submit applicable reports.
- Ability to read and interpret site plans and specifications relating to land use and zoning code provisions.
- Ability to remain calm and composed while using conflict management skills in relation to potentially stressful and/or hostile situations.
- Ability to operate modern office equipment, including basic computer applications for word processing and spreadsheets.
- Ability to establish and maintain effective working relationships with coworkers, elected officials, and the general public, including meeting and working with persons of diverse cultural and linguistic backgrounds.
- Ability to explain zoning and land use codes concisely, tactfully, and impartially.
- Ability to recognize deviations from code requirements or from established policies and procedures and make corrections.

Here’s What You’ll Need:

- Bachelors Degree or 10-years relevant experience in lieu of degree
- Advanced customer service skills
- 7-8-years of Code Enforcement experience
- Proficient in Microsoft Office Suite
- Valid Driver’s license with no major infractions
- Minimum Level 1 GACE Certification
- Excellent oral and written communications, self-motivation and team-oriented work practices
Ideally, You'll Also Have:
- Knowledge of federal, state and local laws, regulations and ordinances related to municipal code enforcement
- Experience working in a public-private partnership
- Experience working with elected officials and municipal executive staff
