Neighborhood/Comm Svcs Ops Mgr Job at Fairfax County Government
Under general direction of the assistant division director, develops, implements & supervises an extensive array of comprehensive programs for multiple populations, ages, and interests at multiple county sites within a designated geographical region. Programs and services are designed to meet identified community needs. Ensures all facilities within the region are available, accessible, and fully utilized by the community. Ensures programs and services are aligned with established human services system and agency strategic priorities. Identifies and analyzes operational and/or process problems, working with staff to evaluate alternatives and implement appropriate solutions. Ensures full implementation of community-based partnerships at regional facilities. Supports the implementation of inclusive engagement practices and operationalizes community grants and contract. Establishes best practices associated with out-of-school programs, aging in place, family engagement, and community programs. Manages the staff and resources needed for operational management. Serves as the agency's subject matter expert and primary contact for direct program and service issues within the region. Provides direct supervision, training, and technical assistance to assistant division directors regarding daily operations of centers in the county’s human service regions. Provides oversight of program business areas (i.e., personnel, fiscal, registration, and programming) to maintain quality of program services. Participates with local, state, and national childcare organizations. Uses data for strategic planning that creates better off measures for program participants and county residents. As necessary assumes responsibility of the assistant division director in his/her absence.

Manages and implements a variety of prevention and evidence-based programs and services for population groupings (youth, teens, adults, seniors, etc.);
- Implements annual service plans and leads the evaluation of outcome achievement;
- Plans, organizes, directs and coordinates programs;. Implements and modifies program policy as necessary;
- Manages staff and resources for operational management;. Recruits, hires, train, and supervise staff assigned to implement defined agency and human services initiatives at a direct service level;
- Researches and analyzes best practices for multiple service populations;
- Serves as primary contact for direct program and service issues within the region;
- Directs development and implementation of policy and procedures relating to childcare facility standards, program registration, fee schedules, billing, training, and/or eligibility;
- Oversees registration process, including eligibility and recruitment strategies to ensure full program enrollment;
- Directs planning for children with special needs and program requirements.
- Directs preparation of the division budget and monitors division expenditures;
- Coordinates within the Office for Children, NCS and with other county agencies and service providers to formulate strategies and long-range plans to provide services for children.

- Knowledge of the principles and practices of prevention-based and evidence-based programs; principles of community organization, fiscal and budget management, and supervision;

- Extensive knowledge of day care administration and child/family development programs.
MINIMUM QUALIFICATIONS:
Any combination of education and experience and training equivalent to the following:

Graduation from an accredited four year college or university with a bachelor's degree in social services or human services, or with major course work in a specialty that confers within a community-based service delivery setting (for example, child development and family studies, education, public administration, recreation), or other closely related field; plus four years of professional experience in the social services, human services, or other community-based service delivery service or setting; two years of which included supervising professional staff.
CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, Child Protective Services Registry check, and a driving record check to the satisfaction of the employer.
May be required to provide emergency services work in the event of an emergency or disaster.
PREFERRED QUALIFICATIONS:
- Master's degree in recreation, public administration, or human services related fields.
- Four (4) years of progressively responsible professional experience in work related to recreation management, social work, and/or community development.
- Knowledge of the theories and principles of recreation in a human services environment; prevention; integrated service delivery; community building and engagement; collective impact; results-based accountability; and inclusion.
- Demonstrated experience in the following areas: managing staff and teams; experience and knowledge of working from a team-based approach; managing facilities; program development; working with diverse populations; designing and evaluating programs and services, particularly in the areas of prevention and community building; performance management; and financial management.
- Ability to communicate effectively both orally and in writing; develop and present effective presentations to department staff and management, senior county management, or the public; management projects from conception to completion; facilitate effective teams; communicate and coordinate across functional boundaries; build coalitions of support through negotiation and influence, and deal constructively with conflict and develop effective resolutions.
PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature. Employee may be required to do some walking, standing, bending, and carrying of items under 25 lbs. in weight. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.
