DEFINITION:
Under the direction of the Director, Human Resources, performs a variety of complex, technical, and analytical functions in support of the district’s human resources office; maintains and interprets all district board policy, human resources department, and collective bargaining agreement policies, procedures, and regulations; researches and attains legal opinions/advisories as requested; coordinates collective bargaining activities for assigned units, assists in developing proposals, and conducts follow-up research to assist management negotiation teams); and values and promotes the vision and mission of the college.
CLASS CHARACTERISTICS:
This is a designated confidential position distinguished by providing the primary support in the research and development of proposals for collective bargaining agreement negotiations and administration, and is expected, under minimal supervision, to interpret policies and procedures for all district staff. An incumbent will independently perform a variety of difficult and complex technical and professional duties that require an excellent working knowledge of the subject matter including all employee collective bargaining agreement regulations with regard to these matters. Areas of expertise will include but are not limited to Labor Relations, Human Resources Information Systems, and Professional Development.
The Coordinator, Human Resources will be assigned to one of following areas of focus as well as split the remaining essential functions.
HUMAN RESOURCES INFORMATION SYSTEMS
- Serves as the primary lead for all human resources systems to include applicant tracking, performance, learning, and Banner HRIS
- Serve as liaison with the information technology department to facilitate and implement system updates and improvements; makes system recommendations to increase functionality and efficiency.
- Provides overall project management for HR technology and other change initiatives.
- Maintains salary schedules for all employee groups as negotiated; maintains eligibility status records for all employee salary schedule step and longevity increases in accordance with collective bargaining agreement guidelines.
- Serves as a technical resource to the Director, Human Resources to collect, synthesize, and present data pertinent to collective bargaining and the resolution of grievances and employee relations investigations and draft related confidential reports.
TRAINING & DEVELOPMENT
- In collaboration with the various constituent groups, coordinates the research, design, planning and implementation of college wide-employee professional development and training needs.
- Monitors and tracks expenditures for the professional development budget; maintains memberships and liaison relationships with state professional development organization; prepares purchase requisitions and budget transfers electronically.
- Prepares and maintains reports and surveys for professional development and maintains system to track staff development events and activities.
- Communicate and coordinate with various district departments as appropriate to ensure efficient operation of professional development and training events.
- Develop, facilitate and present various professional development trainings and college-wide events related to Human Resources.
GENERAL ESSENTIAL FUNCTIONS
- Provides information, assistance, and training pertaining to technical and procedural matters related to academic, and classified personnel, including resignations/retirements, leaves of absence, change of assignments, and terminations/suspensions, and HRIS initiatives.
- Monitor and maintain the data integrity in HR systems: including leave reporting, professional development and employee records.
- Serves as a key liaison with third parties and other stakeholders (e.g. payroll, IT, third party consultants).
- Manages regulatory leave of absence process and prepares all required reports in accordance with established state and federal legal requirements and assigned responsibilities (Americans with Disabilities Act; Family Medical Leave Act, California Family Rights Act, USERRA, Workers Compensation).
- Serves as the liaison with the workers compensation administrator, medical providers and other designated entities.
- Manages and resolves complex employee relations issues.
- Ability to conduct effective, thorough and objective investigations and assist management with investigations, as necessary.
- Coordinates with department/discipline staff to construct and maintain seniority lists for all faculty, part-time faculty and classified employees.
- Serves as human resources liaison with negotiation teams for assigned bargaining units: Provides verification and preparation of contract documents and associated paperwork for negotiations and employee bargaining contract implementation and execution; ensures documents are in compliance with district’s policies and procedures.
- Recommends process and service improvements, innovative solutions and policy changes
- Investigates, researches and compiles supporting background information to develop and prepare the monthly Board of Trustees agenda items; and coordinates appropriate post board approval action as required.
- Innovate, monitor and coordinate the performance evaluation process according to board policy and collective bargaining agreement regulations for administrators, confidential/supervisory, and classified employees.
- Coordinate compensation and classification studies, including review and analysis related to reclassifications, restructures, reorganizations or other requests.
- Acts as an information resource to managers, supervisors and employees regarding human resources rules, regulations, policies and procedures, and collective bargaining provisions.
- Implements, interprets, and researches legislation, policies and employee contracts pertaining to personnel, payroll, retirement reporting, and collective bargaining.
- Supports other human resources staff in various duties including data entry, recruitment, salary placements, orientations and department projects.
- Performs other duties as assigned.
Knowledge of:
- Methods, practices, terminology, policies and procedures used in human administration,
- Telephone techniques and etiquette;
- Federal and state laws and regulations governing areas of responsibility, including California State Education Code and Title 5;
- Recordkeeping and report preparation techniques;
- Business letter and report writing, editing and proofreading;
- Office organization and file maintenance;
- Applicable computer software programs to manage word-processing, the development of spreadsheets, and database manipulation;
- Collective bargaining agreement rules and regulations for all employees, as appropriate.
Demonstrated Ability to:
- Communicate effectively, both orally and in writing;
- Diagnose and correct deficiencies in HR programs and systems;
- Develop, input and update technical data related to assigned functional areas;
- Prepare clear and logical reports, proposals and other written materials;
- Train and provide work direction to others;
- Ability to acquire a thorough understanding of the organization's hierarchy, jobs, qualifications, compensation practices, and the administrative practices related to those factors.
- Interpret and apply human resources department policies, procedures, rules and regulations;
- Perform diversified and complex clerical support duties involving independent judgment requiring in-depth knowledge of an assigned function or program;
- Use a computer with speed and accuracy and utilize multiple computer software applications; Proficient with Microsoft Office Suite and/or related software.
- Understand and follow oral and written directions, analyze situations accurately, and make decisions on routine procedural matters;
- Effective customer service and organizational skills, as well as timely completion of assigned projects and activities.
Education and Experience:
A bachelor’s degree and three years of experience performing human resources functions OR an associate degree or graduate certificate and five years of experience performing human resources-related functions OR any combination of education and experience that is equivalent.
Desired start date is July 2023. This is a full-time, 40-per week FSLA exempt, confidential position.
Work Schedule:
Monday – Friday, 8:00 a.m. – 5:00 p.m. This position is in-person at the Santa Maria campus.
