The Center for Excellence in Primary Care (CEPC) housed within the Department of Family and Community Medicine at Zuckerberg San Francisco General Hospital is seeking an exceptional Policy & Program Analyst who is passionate about improving healthcare delivery, particularly for the underserved. As a Policy & Program Analyst in CEPC, you would share in our mission to identify, develop, test, and spread promising innovations in primary care to improve the patient experience, enhance population health and health equity, reduce the cost of care, and restore joy and satisfaction in the practice of primary care. The Policy and Program Analyst will be working in partnership with clinicians, clinic staff, and trainees who have dedicated their careers to advancing health equity and delivering compassionate, world-class care to the most vulnerable populations.

The Policy & Program Analyst will work with a high degree of autonomy and initiative under the supervision of the CEPC Director to drive forward a portfolio of research and evaluation projects, including duties such as:
  • Supporting quality improvement efforts to increase vaccine rates for COVID-19, pneumonia, and influenza among adults with chronic conditions through design and testing of tailored messaging and outreach and support of population management strategies;
  • Designing evaluation strategies for video-based training of physicians who teach residents about practice improvement in their clinical rotations;
  • Engaging in user-centered design strategies to develop a health coaching program to improve adherence to sleep apnea treatment;
  • Conducting environmental assessments to identify opportunities for medical students to gain research and practice improvement skills through internships;
  • Developing data systems and cleaning plans for complex datasets gathered through natural experiments, such as clinic operation measures and satisfaction surveys from diverse health centers across the country;
  • Disseminating research findings to a variety of stakeholders through mechanisms such as webinars, websites, toolkits, written briefs, peer-reviewed manuscripts, and professional meetings.
  • Other duties as assigned.

The incumbent will interact with stakeholders and partners from many backgrounds in a professional and congenial manner and must have awareness and sensitivity towards diverse cultures and populations. The incumbent must work well independently and within a team r to manage responsibilities across different investigators, co-workers, and students. The incumbent must be able to work under pressure and be organized to meet strict project deadlines. Ability to take initiative, work with a high degree of autonomy, demonstrated reliability, and analytical and problem-solving skills are required.

Please note: The compensation ranges listed online for roles not covered by a bargaining unit agreement are very wide, however a job offer will typically fall in the range of 80% - 120% of the established mid-point. An offer will take into consideration the experience of the final candidate AND the current salary level of individuals working at UCSF in a similar role.

For roles covered by a bargaining unit agreement, there will be specific rules about where a new hire would be placed on the range.

Department Description

The Department of Family & Community Medicine (DFCM) is engaged in research, teaching, training, service and clinical activities located at seven primary UCSF and leased sites in San Francisco: Parnassus, Zuckerberg San Francisco General (ZSFG) - Buildings 80, 90, 20 and the Main Hospital, Mission Center Building, Laurel Heights, Mission Hall, Lakeshore, Lakeside, as well as the OSHER center, Women’s Health and the UCSF Primary Care Practices at China Basin and Laurel Village and at various local community, national and international research/service/education training and clinical sites. In addition to the Department’s Family Medicine Residency Program located at ZSFG, the Department has affiliated residency programs in Fresno, Salinas, Santa Rosa, Kaiser Vallejo, Santa Rosa, and Contra Costa Health Systems. Authority and accountability for the Department reside with the Department Chair who delegates authority to Vice Chairs, the Executive Council, Directors and Chiefs of Service and their Administrators and the Department Associate Chair of Administration and Finance.

Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training
  • Minimum 3 years of related experience
  • Experience working with behavioral change models, particularly self-management support
  • Experience working with Microsoft Access and Excel, with demonstrated proficiency in design/management of database
  • Experience developing reports, presenting data, and facilitating meetings to develop action plans to respond to data finding
  • Experience in project management including ability to set priorities, meet competing deadlines, and communicate across multiple investigator
  • Strong communication and interpersonal skills to communicate effectively, both verbally and in writin
  • Strong skills in analyzing, researching, and synthesizing large amounts of data for preparing sound and relevant proposals/analyse
  • Ability to use discretion and maintain all confidentiality
  • Ability to multi-task with demanding timeframe
  • Able and willing to work flexible hours, including some weeknights/weekend
  • Ability to travel between community-based clinics and other worksites within San Francisco area via personal or public transportation

Preferred Qualifications

  • Three years experience working with data management systems design and administration, such as Qualtrics or Redcap
  • Three years experience working in research related to primary care redesign or quality improvement, and able to demonstrate working knowledge of relevant concepts and terminology
  • Experience with Stata data analysis or similar software
  • Experience developing reports in interactive on-line system such as Tableau
  • Experience using electronic health records and chronic disease registries
  • Conversational proficiency in Spanish, Cantonese, or Russian
