Responsibilities:

Serve as the Emergency Management Coordinator for nuclear and/or non-nuclear facilities/activities on the Nevada National Security Site (NNSS), North Las Vegas Facility (NLVF) and other Outlying locations for a DOE Order 151.1D-compliant Emergency Management Program.


Key Responsibilities
  • Work with the High Hazard Facilities, Elevated Risk Facilities, General Facilities, and the site-wide emergency response organization to ensure adequate responses to emergencies. The facility preparedness staff implements requirements for the (8) High Hazard Facility-based emergency preparedness programs and the qualification of the site-wide emergency response organization.
  • Plan and conduct facility-level training and drills to ensure facility-level responders are qualified to respond to an emergency event.
  • Develop and revise facility/activity emergency response procedures in accordance with company-level requirements.
  • Develop programmatic training for all hazards and specifically assessed hazard-based scenarios.
  • Interface with DOE/NNSA Nevada Field Office (NFO) Emergency Management Program Manager, individual Facility Managers and NFO Facility Representatives involving any and related activities and documentation in keeping with facility and site preparedness programs.
  • Serve as a member of the NNSS Emergency Response Organization during drills, exercises, and actual emergency events. Must be willing to be on-call. Must be willing to travel.
  • Understand and apply the principles associated with the Mission Support & Test Services, LLC (MSTS) safety concepts.
  • Other duties as directed by responsible manager.
Qualifications:
  • Bachelor’s degree in Business Continuity or Emergency Management is preferred or equivalent training and experience and at least 8 years of relevant experience.
  • Must have good technical writing (including strong proofing/editing ability with skills to develop and analyze information for studies and reports) and oral communications skills and be comfortable communicating with all levels of MSTS, NNSA/NFO management, and off-site agencies.
  • Must have experience using Microsoft Office (Word, Excel, and PowerPoint).
  • Must possess interpersonal communication skills to effectively work with on-site/off-site agencies and organizations in a professional manner.
  • Must possess the ability to work under minimal supervision and be a self-starter. Must be able to multi-task with numerous interruptions and changing priorities.
  • Must be able to cope with conflicting deadlines, frequent interruptions, multiple tasks, and changing priorities.
  • Able to manage working at multiple sites - The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada). Work at remote locations such as but not limited to the Losee Road facility in North Las Vegas, Nevada is required in support of these functions.
  • Must be willing to be on-call.
  • Must be willing to travel.
  • Work schedule for this position will be 4/10's Monday – Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

(position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
