Description
The Office of Career Development (OCD) provides workforce services to Kentuckians who are unemployed, under- employed or searching for a new career path. We also provide a variety of services, such as business downsizing, labor market information, job postings, aptitude testing, training referrals and recruiting services.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
These positions oversee the RESEA program on a statewide basis therefore the work location can be in any of our Career Centers throughout the state. Travel to the Frankfort Office will be required as directed.

Job Duties:
- Coordinates all functions of the Reemployment Services and Eligibility Assessment (RESEA) program on a statewide basis.
- Works with central office and local agency staff in developing, leading, and implementing redesigned RESEA program operating procedures and processes.
- Coordinates and reviews the work of agency staff who perform RESEA services throughout the state. Interprets and analyzes laws, regulations, policies, and procedures for field staff.
- Provides technical assistance when necessary and works with agency management to resolve programmatic and procedural issues.
- Oversees reporting that tracks claimant activities and outcomes provided by field staff.
- Continuously evaluates work processes to improve upon performance and program outcomes.
- Works with the Commonwealth Office of Technology and other agencies to compile RESEA program data and prepares program reports.
- Uses reports to assist managers, regional managers, one-stop operators, and local workforce development board staff with RESEA performance and grants management with the RESEA grant application.
- Responds to programmatic and process inquiries from the public, government offices, or other jurisdictions.
- Performs other duties as assigned.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in management or administration.
Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: Administrative or business experience will substitute for the required education on a year-for-year basis.

Working Conditions
Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.
