Under the supervision of the Program Manager III and Lead Operational Manager (OPS) of the Midlands Region the Program Manager II/Operational Manager (OPS) would assist the operations of several health departments located within the Midlands Region.

Leadership/Management:

  • Direct clinical services in multiple counties and sites within the region.
  • Responsible for the supervision of all staff in the sites.
  • Work in collaboration with the Community Systems Developer and community leaders to develop effective partnerships. This position may require lifting up to thirty (30) pounds and standing periodically for long periods of time.
  • The Regional Leadership Team and Program Managers to monitor clinical services and utilization of schedules and delivery of services.

Supervision:
  • Provide supervision directly and indirectly to staff in the designated sites; responsible for the recruitment, retention, and training of the staff.; work with appropriate discipline appointees on practice issues.
  • Assist to review, access, personnel issues as appropriate while maintaining confidentiality.

Planning:
  • Direct and coordinate the necessary planning for provision of clinic and community services.
  • Utilize the agency's Client Automated Record Encounter System (CARES), and the Electronic Health Records (EHR) and other data as necessary.

Public Health Preparedness:
  • Ensure staff are trained and prepared to respond to emergencies.

  • Assist with Medical Needs Shelter (MNS) operations, maintain supportive nursing practice competencies to include, but not limited to; intramuscular, subcutaneous, intradermal best practice injection administration, oral medication administration, and client emergency response including First Aid, Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator ( AED).
  • Assist and be available to assist during times of public health emergency response(s).

This position headquarters is negotiable within the twelve (12) counties and thirteen (13) sites within the Midlands Public Health Region.
Aiken, Barnwell, Chester, Edgefield, Fairfield, Kershaw, Lancaster, Lexington, Newberry, Richland, Rock Hill (York), Saluda, and York counties.

State Minimum Requirements:

A bachelor's degree and relevant program management experience.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Agency Additional Requirements:

Bachelor's degree or seven (7) years of Public Health or clinical experience; or Masters degree and five (5) years of Public Health or clinical experience, or Bachelor's of Science in Nursing, a current licensure as a Registered Nurse by the State Board of Nursing for South Carolina and seven (7) years public health nursing experience.

Required: Up to, seven (7) years of supervisory management experience.


Driving Record: If this position requires the applicant to possess a valid driver’s license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.
