Job Summary

Manage the daily operations of the program and provide strategic plans for customized training courses and programs. Manage the preparation, implementation, and evaluation of grant programs and related budgets for business and industry.

Essential Functions

Manage the daily operations of the program. Assist with researching and writing grant proposals and ensure applications and proposals are completed and submitted in a timely manner. Assist with consulting and negotiating contracts for grants and customized training programs. Staff, schedule, market, and evaluate training programs.

Assist in identifying, interviewing, and recruiting qualified instructors and consultants. Design training programs and instructional materials. Identify necessary equipment and supplies and coordinate vendor purchases.

Manage program budget and monitor expenditures to ensure compliance with allotted funds. Implement, monitor, and evaluate the program's guidelines and outcomes in accordance with grant specifications and College policies and procedures. Research issues related to policy development and recommend new or revised policies and procedures.

Oversee intake and the registration process for students. Supervise and review compilation of data, maintain databases and records, and prepare and submit required reports and communications. Participate in short and long-term program goals and objectives.

Supervise and manage personnel to include recommendation for employment, scheduling, orientation, performance evaluation, guidance and support concerning professional development, and mentoring and training.

Act as liaison. Network, collaborate, establish, and maintain partnerships with community business organizations such as Texas Workforce Commission, Borderplex Alliance, local workforce boards, educational institutions, and El Paso Community College departments to support and market grants.

Conduct professional presentations at local seminars and meetings.

Perform other duties as assigned.

Qualifications

Required Qualifications:


1. Bachelor’s degree and four (4) years of related experience or an equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities.

NOTE: A copy of the transcript reflecting this required education MUST be submitted for consideration and reflect completed coursework and degrees conferred. The candidate must be fully qualified for the position at the time of application.

2. Extensive analytical, problem-solving, and critical-thinking skills, and ability to handle and solve daily challenges.

3. Ability to interpret and apply regulatory guidelines, policies, and procedures.

4. Ability to process and analyze information accurately.

5. Experience managing and monitoring budgets.

6. Must be detailed-oriented and possess ability to manage multiple projects simultaneously.

7. Extensive and effective time-management, prioritizing, and multi-tasking skills.

8. Experience developing and conducting presentations and workshops.

9. Experience supervising, training, managing, and guiding personnel.

10. Effective oral and written communications skills.

11. Interpersonal, organizational, supervisory, team-building and planning skills.

12. Experience overseeing phases of grant development to include grant writing.

Special Conditions:

1. This is a security-sensitive position as defined under the Texas Education Code, Section 51.215; the successful applicant will be required to undergo a criminal background check, as permitted and/or required by applicable law, and in accordance with the College’s policies and procedures.

2. Job will require extended working hours.

3. Must possess valid driver license.

4. Must be insurable by district's insurance carrier.

5. Must be able to travel to different locations throughout the District using own transportation.

Transcripts issued in a language other than English must be accompanied by a full translation (word for word) by a current member of the National Association of Credential Evaluation Services (NACES). Additionally, each foreign transcript must be evaluated for equivalency to United States accredited coursework.

Applications containing foreign transcripts that are not accompanied with the above required documentation will not be considered.

Out-of-town candidates invited for an on-campus interview will be reimbursed for one-half of the transportation cost for travel performed within the United States. The College will arrange and pay for up to two nights lodging.
