This position provides outreach, training and technical assistance on Digital Equity including the Affordable Connectivity Program, Digital Equity Act, and opportunities for individuals and partner organizations to reduce the digital divide and increase digital equity in Alaska under guidance of the Community Development Program Manager.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:

  • Under the guidance of the Community Development Manager, develops partnerships with organizations engaged in Digital Equity initiatives.
  • Provides technical assistance on ACP enrollment for individuals and organizations.
  • Organizes Affordable Connectivity Program and digital equity outreach statewide. Works with RurAL CAP staff to develop promotional mail-outs; advertising in local and statewide newspapers, and development of Public Service Announcements for radio stations. Maintains mailing list.
  • Facilitates Affordable Connectivity Program Outreach events for individuals and organizations. This includes in-person application assistance events, digital equity listening sessions, and Digital Equity Plan outreach. Works with the local committee and other agencies and volunteers to provide adequate on-site logistics during outreach events.
  • Works with RurAL CAP staff and partners on maintenance of Digital Equity and Affordable Connectivity Program websites and online resources.
  • Supports a statewide planning committee that includes ongoing stakeholders, local community members, and other statewide partner agencies. Meets with this planning committee via teleconference on a regular basis.

  • Ability to establish and maintain effective working relationships with community leadership, private organizations, tribal entities, the press, and the general public.
  • Experience in outreach, organizing or similar field including creating informational materials.
  • Technical experience organizing events.
  • Ability to read, comprehend, and follow established policies and procedures, translate Federal Communications Commission guidance into practical language.
  • Ability to manage work time well, prioritize and meet deadlines.
  • Ability to exercise good judgement, courtesy and tact.
  • Ability to establish a good rapport with people of diverse cultures and belief systems.
  • Demonstrated ability to work effectively in a team environment.
  • Must demonstrate sound judgment, professional boundaries, ethics, and ability to maintain confidentiality.

PHYSICAL DEMANDS:

  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
  • While performing the duties of this job, the employee is regularly to grasp, type, see, talk, hear, and lift and carry 40 pounds of weight by utilizing proper lifting techniques and working in a safe manner. This position will also be performing physical activities such as climbing, lifting, balancing, walking, stooping, bending, and handling materials.
  • Occasionally performs sedentary activities that require sitting for long periods and repetitive use of hands, wrists and arms for handling, positioning, moving materials, and manipulating things.

POSITION TYPE/EXPECTED HOURS OF WORK:

This is a full-time, hourly position. Days and hours of work are typically Monday through Friday, 8 a.m. to 5 p.m. with occasional weekend or evening events. Flexible schedule permitted with approval from supervisor including work from home or hybrid options or reduced full-time schedule (must be over 30 hrs/week).

TRAVEL:

Travel required. Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected. Travel to rural Alaska including small plane or boat travel and rough sleeping conditions may be required.

EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION:

  • Must be at least 18 years of age.
  • Must pass state and federal background checks, including fingerprints.
  • A.A., B.A. or equivalent two years of experience in human services, community outreach, organizing or other related field.
  • Responsible work ethic with reliable attendance.
  • Comfortable presenting to large groups and providing one-on-one assistance to individuals with low computer literacy.
  • Proven ability and willingness to be self-directed in problem solving and decision-making while also working effectively as a team member.
  • Demonstrated intermediate level of computer skills necessary in order to use and create documents and reports, spreadsheets, workshop materials and slide presentations, and to enter data into intricate database programs and proficient use of Microsoft Word, Excel, PowerPoint, Publisher, and Outlook.
  • Ability to maintain confidentiality of protected information.
  • Must be able to provide own transportation to meet work schedule requirements.
