Responsibilities:
Noblis Mission Solutions Division (MSD) provides Naval lifecycle management, engineering, enterprise transformation and program management support. Noblis MSD’s engineers, developers, technical staff, programmers, analysts, and program managers identify and deploy new shipboard technologies, integrate information technology across shipboard platforms, and develop strategies to support the Warfighter. Noblis MSD is seeking project manager candidates to support the Naval Information Warfare Center, Atlantic, Network Integration Engineering Facility (NIEF). Position is in Norfolk, VA. This position is contingent on contract award.

Responsibilities:
  • Develop task orders bid, monitor expenditures monthly including for all labor and materials
  • Lead technical teams, providing technical direction for staff in coordination with government
  • Provide management support to the deployment and scheduling of fleet support and installations
  • Management of government material and assets; and personnel security
  • Develop risk assessment, create mitigation plans for all risk management
  • Oversight of quality assurance for services and products
  • Responsible for staffing, oversight, and review of direct personnel.
Qualifications:
Required Skills:
  • Experience in technical and financial management on IDIQ contracts
  • Experience in staffing/hiring technical resources and in the management of staff
  • Experience working alongside and in coordination with government staff onsite in DoD locations.
Required Clearance: Secret required.

Required Education:
Bachelors degree in engineering, physical sciences, mathematics, management information systems, or business.

Certifications:
Minimum IAT Level II must possess current IA certification (CompTIA Security+, Cisco Security, CASP, CISSP, and other advanced IA current certification. PLUS, must have current certification or recent certified training in one or more of the following: Cisco Certified Network Associate (CCNA), Microsoft Certified Systems Administrator (MCSA), Security+, VMWare Certified Associate (VCA), and Red Hat Certified System Administrator (RHCSA).

Required Experience:
Ten years of direct work experience supporting engineering, including equipment support, system support, and programmatic support. Overall experience includes 8 years of design, development, production, installation, and test and evaluation of Naval electronics and communications equipment and systems. Also, includes 4 years as manager of Naval electronics and communications equipment and systems, including supervising project personnel, scheduling work, writing proposals and preparing bids, and executing equipment and material logistics control. Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
Client Engagement: • Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management. · Participate on proposals Overview:

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position
is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
