Summary
This position is responsible for leading projects of all sizes and scale. Ongoing work consists of engaging and facilitating meetings with Subject Matter Experts (SME), tracking project success, documenting project status and pertinent details, and reporting to various stakeholder groups, according to Project Management principles (Initiating, Planning, Executing, Monitoring and Controlling, and Closing). This position will engage in the support and tracking of operational and quality improvement projects and deliverables, as defined by the Oregon Health Authority. This position works closely with Yamhill Community Care (YCCO) staff, as well as varying external stakeholders, to ensure collaboration, project comprehension, and buy-in.

Essential Duties
- Manages assigned projects to completion, utilizing Project Management principles.
- Leads organizational project work.
- Reports project progress in a clear and concise manner to various internal and external stakeholders.
Job Duties
Planning & Development
- Reviews project assignment to develop project plan that outlines components, communications, milestones, priorities, needs and resources. Components of the project plan include determining scope and level of involvement, staffing, training, and resources needed. Provides plan to manager for awareness and input.
- Creates project scope reference material based on research, staff interviews and other sources of relevant information.
- With manager input, identifies project team members and related partners and stakeholders.
- Works with all involved parties to review established policies, procedures, regulations, and project management methodology, and modify project plan as necessary to deliver project outcomes.
- Integrates project plans from multiple sources to create a cohesive plan with identifiable critical path, task dependencies, and major milestones.
- Confers with management and staff, external contractors, etc. to discuss and resolve matters critical to the project’s execution and success, to prepare project budget and staffing plans, required staff resources and implement budget adjustments as appropriate.
Project Management
- Organizes, facilitates, and participates in meetings of stakeholder groups to identify needs and build consensus and collaboration.
- Works with functional area manager(s) / experts regarding project status and deliverables.
- Provides leadership, direction, and act as a technical information resource to project team members.
- Works to cultivate and develop inclusive and equitable services, and working relationships with diverse groups of employees, community partners, and community members.
- Participates in the preparation and submission of regulatory and contract required deliverables.
- Works closely with other YCCO departments, including Health Plan Operations and Compliance, to assist with audits; including the External Quality Review (EQR), as needed.
- Proposes and implements process improvements.
- Meets deadlines for completion of assigned responsibilities and projects.
- Maintains agreed upon work schedule with punctual, regular, and predictable attendance.
- Demonstrates cooperation and teamwork using a professional and respectful demeanor.
- Provides cross-training on specific job responsibilities.
- Meets identified goals that contribute to departmental goals.

- Monitors and regularly communicates project statuses to ensure progress toward completion and within agreed upon timelines, budget, etc.
- Makes formal and informal presentations and reports, providing updates and other relevant information on the status of projects.
- Partners with the project leader in representing the organization regarding project status.
- Facilitates and works effectively to develop consensus within divergent groups and/or groups with divergent viewpoints.
- Identifies potential difficulties and/or barriers to project goals and take steps to mitigate or avoid them.
- Modifies project plan when needed in response to unforeseen changes or unexpected developments; informs management, partners, and stakeholders.
- Coordinates and directs project plan changes with assigned team members.
- Consults with YCCO staff, partners, external contractors, and stakeholders to resolve issues, identify / minimize risks, develops contingency plans, and ensures project is completed successfully.
- Employs effective change management techniques to facilitate the adoption of the project.
- Facilitates and manages the integration and coordination of systems, processes, staff, and internal and external resources.
- Coordinates and conduct training; define and document processes, procedures, and business requirements for impacted departments / staff.
Documentation & Evaluation
- Maintains appropriate records, information, documentation, and reports, typically with the support of a Project Coordinator.
- Tracks progress of projects using Project Management tools.
- At the time of project completion, closes files and reviews records to ensure documentation is appropriate and complete.
- Ensures compliance with all applicable standards, policies, laws, rules, and regulations outlined in the project plan.
- Facilitates the evaluation of progress and challenges following implementation.
General
- Reports to various internal and external stakeholders in a professional manner.
- Documents project components utilizing proper document control.
- Participates in organization-wide OHA deliverable activities and workgroups, on an ad hoc basis.
- Convenes interdepartmental workgroups and teams, when appropriate.
- Facilitates training and other technical assistance to YCCO staff to support upskilling of Project Management techniques, when appropriate.

Knowledge, Skills, & Abilities
- Demonstrated understanding of Project Management principles.
- Demonstrated experience utilizing Project Management tools (Gantt charts, Excel Spreadsheets, Microsoft Project, etc.).
- Demonstrated experience with Quality Improvement methodologies (Root cause analysis, PDSA, etc.).
- Basic understanding of the structures of Oregon Medicaid and the Oregon Health Authority.
- Basic understanding of Coordinated Care Organizations.
- Excellent organizational skills and ability to manage multiple tasks and timelines simultaneously, as well as to perform work with attention to detail.
- Ability to work independently, use sound judgment, anticipate next steps and be proactive as part of a diverse team within a Matrix or shared resources across departments work model.
- Excellent organizational skills including ability to handle multiple priorities and demands simultaneously in a dynamic work environment while maintaining high attention to detail and accuracy.
- Excellent computer skills, including Microsoft Windows, Word, Excel, and Outlook.

Education & Experience
Required:
- Bachelor’s degree,
AND
- Two (2) years of Project Management experience
OR:
- Associate’s degree,
AND
- Three (3) years of Project Management experience
OR:
- Any combination of education and experience that would qualify the candidate for the position.
Certificates, Licenses, and/or Registrations
Preferred:
- Project Management Professional (PMP)
