CLASS SPECIFICATION

Class Title: Property Manager

A. Purpose:

The Property Manager is responsible for achieving the financial & operational goals established for the property by having budget awareness, maintaining high occupancy, creating an environment with good resident and working employee relations, and has strong work ethics, exceptional communication, organizational & leadership skills to manage property.

1. Management, oversight and direction of property operations to include: Leasing, maintenance, customer service/resident retention, and financial compliance.

2. Ensure that all rents and other income are collected in a timely manner to minimize budgetary/administrative problems and to take appropriate action quickly if they are not.

3. Comply with established management policies and procedures for maximum operational efficiency.

4. Assist in the supervision of maintenance operations to ensure that internal and external property areas meet company safety and physical appearance standards.

5. Co-ordinate and utilize all resources – human, financial, and material – to ensure smooth and efficient property performance.

6. Build, motivate, and sustain a high-performing, cohesive team, incl. cross-departmental collaboration

7. Budgeting, execution and achievement to meet and exceed planned occupancy goals, economic growth and standards. Financial Analysis to include expense control, revenue generation, and enhancement.

8. Build Community through resident engagement and community outreach to include the public service sector of county government and neighborhood organizations.

D. Reporting Relationships:

Typically reports to a Program Supervisor, does not supervise but may train or direct other temporary workers.

E. Challenges and Problems:

Challenges include managing tenant complaints on a day-to-day basis, getting units leased in a timely manner, dealing with unexpected damages to properties and units, and keeping up with government regulations.

F. Decision-making Authority:

Decisions include properly offer housing to eligible applicants and how to best enforce the terms of dwelling lease on participating families. Additionally, Property Managers will contribute to decisions made concerning the financial status of the properties for which they are responsible.

G. Contact with Others:

Daily contact with other PCHRC staff, outside agencies, and residents.

H. Working Conditions:

The incumbent works in a typical office environment.

I. Knowledge, Skills and Abilities:

Knowledge of:

· General office duties, writing letters, answering phones, filing, preparing reports, interpreting policies and procedures, proficiency in office equipment.

· Comprehensive computer skills to include Microsoft Office (Excel, PowerPoint, Word, Outlook), report review and data input

· Occupancy requirements, restrictions and regulations governing the Tax Credit, HOME, HUD Assisted and/or RD Assisted as applicable.

· Fair Housing Laws

· Maintenance operations of his or her property.

Ability To:

· work with a wide diversity of clients and partners

· demonstrate experience managing multifamily housing communities.

· demonstrate proven successful experience in leasing/sales management, facility operations, customer interaction, and financial management

· obtain proper State license to manage property

· meet and show prospective tenants apartments and explain occupancy terms.

· diligently collect rents, security deposits, and other receipts (fees, assessments, service charges).

· prepare and maintain careful records.

· prepare, process, and sign rental agreements, addenda, and related documents.

· timely process Annual and Interim Recertifications.

· timely process security deposit refunds and appropriate deductions.

· assist in handling of legal and financial matters including:

- building leases, rules & regulations.
- building and fire safety codes
- landlord-tenant law
- Fair Housing Laws and ADA

· continually inspect the property and improvements. Recording any deficiencies and taking action to improve the general appearance of the property.

· foster good resident relations by focusing on the complete resident move-in experience.

· enhance property curb appeal and proper maintenance.

· ensure Residents are informed about safety, regulations, and property rules.

· continually upgrade security and safety procedures.

· report any accident, injury, or property damage immediately to the Program Supervisor

· assist and work directly with Program Supervisor on program development.

· oversee all violations of the lease, make decisions on disciplinary action of tenant and work with Program Supervisor in sending out termination notices.

· attend to resident requests and/or emergency needs in a timely and cordial manner.

· effectively communicate (written and oral) with all levels of employees and outside agencies.

· maintain good working relations and open communication with residents.

· treat all residents equally.

· work independently and be self-motivated.

· handle a variety of duties simultaneously

· maintain client confidentiality at all times.
