Description
The mission of Kentucky Cabinet for Health and Family Services (CHFS) is to be a diverse and inclusive organization providing programs, services, and supports that protect and promote the health and well-being of all Kentuckians and their communities. The Division of Procurement and Grant Oversight (DPGO) is responsible for procuring the Cabinet's goods and services, the footing on which the Cabinet's vital programs and services are built. DPGO touches all departments within CHFS, working in collaboration on their procurements and purchases, supporting their efforts to protect and promote the health and well-being of all Kentuckians and their communities.
The ideal candidate is a self-starter, willing to dig-in, learn, and carry out a program responsibility; has great interpersonal and communication skills to help the individual needs of departments and their obtaining procurements; able to change-it-up when working through issues, seeking to resolve issues that arise; and have an eye for the details, while staying organized!

Responsibilities include but are not limited to:
- Receives requests to purchase non-professional services and determines the correct procurement method by working with users to develop specifications.
- Communicates with vendors to obtain pricing and lists of goods available.
- Develops and issues Request for Quotes (RFQ) to vendors.
- Researches and creates requisition (RQS) for goods and non-professional services.
- Creates, modifies, and maintains purchase history spreadsheets for tracking/auditing purposes.
- Prepares written correspondence and financial/contract budget analysis spreadsheets.
- Provides oversight and ensures procurement decisions comply with federal and state statues and regulations, grant requirements, and procurement policies.
- Conducts studies of market trends and informs programs of potential threats or impacts.
- Other duties as assigned.
- Works well in a flexible fast-paced environment.
- Ability to conduct research and is an effective problem-solver.
- Effective communicator.
- Ability to work with others to achieve team success.
- Previous procurement experience is a plus.
- Previous eMars experience is a plus.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Two years of purchasing experience.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Experience in purchasing will substitute for the required college on a year for year basis. Certification with the National Institute of Governmental Purchasing as a Certified Professional Public Buyer (CPPB) will substitute for one year of the college requirement OR certification as a Certified Public Purchasing Officer (CPPO) will substitute for two years of the college requirement.

Incumbents working in this job title perform duties in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
