RESEARCH ANALYST Job at State of Wisconsin
Introduction
The Division of Public Health (DPH) within the Department of Health Services (DHS), works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.
DPH is recruiting for a Hepatitis Surveillance Specialist within the Bureau of Communicable Diseases (BCD).
This position will be located in Madison, WI and will primarily work Monday-Friday with daytime hours. This position will be expected to work from the 1 W. Wilson St. office building a minimum of 2 days per week with the opportunity of 3 days remote work as well. This schedule may vary based on training or operational needs.

Position Summary
This position will conduct statewide, disease surveillance and outreach efforts that have an impact on population-based public health related to hepatitis prevention and surveillance that integrate COVID outreach and harm reduction surveillance principles into the Communicable Diseases Harm Reduction Section (CDHRS). This position functions with a high-level of visibility aimed at identifying and alleviating systematic barriers regarding geographic disparities (urban vs rural) to improved hepatitis surveillance. Utilizing surveillance principles and practices, the incumbent will work with public health policy systems that can affect changes in policy, systems, and environments using disease surveillance and other population-based data to document disproportionately affected communities.
Salary Information
The starting salary is between $25.00 to $28.00 per hour (approximately $52,000 to $58,240 per year), depending on qualifications, plus excellent benefits. This position is classified as Research Analyst and the pay schedule and range is 08-04. A 12-month probationary period is required.
Pay for current or former employees is based upon the rules that apply to compensation for the applicable transaction.
Job Details
All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
All state employees are required to report their COVID vaccination status, whether they are vaccinated or not, and must provide supporting documentation if vaccinated. Newly hired employees will be required to submit this information within their first two weeks of employment.
For positions that do allow remote working flexibility, although residency in the State of WI is not required for permanent positions, it is not anticipated that working outside of WI or bordering cities will be allowed as positions may at times need to report to office locations in WI on short notice.
DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.
Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
Qualifications
Minimally qualified applicants will have all of the following:
- Experience working with the theories, principles and practices of disease surveillance.
- Experience extracting abstract information from medical records and laboratory reports
- Experience using database or spreadsheet software such as Microsoft Excel, Microsoft Access, Epi Info, SAS, R, STATA, SPSS, JMP, or other similar applications for data management
Well-qualified applicants will also have one or more of the following:
- Experience using the Wisconsin Electronic Disease Surveillance System (WEDSS)
- Experience with basic clinical and epidemiological aspects of HCV infections disease, including CDC and Council of State and Territorial Epidemiologists (CSTE) case definitions for HCV infection.
- Experience providing surveillance technical assistance to community partners (local public health agencies, community-based organizations, community clinics).
