Distinguishing Features of Work
Pension Management oversees the City of Wichita Retirement System comprised of the Wichita Employees' Retirement System, the Police and Fire Retirement System and the City of Wichita Employees' Deferred Compensation Plan. Pension staff is responsible for the administration of the City's Retirement Plans which are comprised of defined contribution and defined benefit Plans.

Plan administration includes preparation of Board agendas, minutes, oversight of all technical retirement documents, financial and retiree payroll operations for each Plan, education sessions on the Retirement Plans and the coordination of health and dental insurance enrollment and coverage for all City of Wichita retirees.

The Retirement Coordinator (Administrative Assistant) position would interact with a variety of internal and external entities. In addition to assisting retired and active WER and P&F members, the position may work with the custodian of Retirement Systems, the Plan record keeper, Plan 3 education counselor and assist with reporting for the WER, P&F and DC Retirement Boards. The position must be technologically sophisticated to prepare Retirement Board agendas, minutes, and template development for numerous reporting to the Retirement Boards for over 40+ annual meetings.

This position's work is primarily administrative tasks that may include coordination of recurring events, coordination of activities of the Division, and/or relieving the supervisor of a variety of administrative duties.

Key work requirements are:
  • Gathers, research, and compiles investment reports, termination reports and processes refund requests.
  • Competent in use of electronic spreadsheets, word processing and standard office software applications to compose agendas, minutes, and reporting to the Retirement Boards.
  • Ability to communicate clearly and effectively, both orally and in writing.

There is a significant degree of risk in the work of the position. WERS has a total of 3, 100+ members with approximately $608 million, PFRS has 2,200+ members with $744 million and the Deferred Compensation has 2,600+ members with $142 million. With the increasing number of members, the duties and responsibilities must be performed thoroughly and accurately to provide retirement benefits for retirees, their dependents, and beneficiaries. Retirement is a significant life event. It is critical for that we administer them professionally, prudently, and effectively.

The day and hours for this position: Monday-Friday 8:00am-5:00pm

Examples of Work Performed

  • Monitors and ensures compliance with policies and procedures.
  • Assists in preparing Retirement Board Agendas.
  • Assists with updating Retirement Code and Rules for Retirement Systems.
  • Gathers and analyzes Board information.
  • Prepares and distributes meeting minutes when approved by the Retirement Boards.
  • Conducts elections of Board trustees through various forms of communication.
  • Coordinates special projects involving multiple Divisions upon request.
  • Composes correspondence frequently not subject to review.
  • Conducts research and prepares reports with recommendations of proposed solutions and courses of action.
  • Receives inquiries and furnishes information as requested for internal and external customers.
  • Prepares, process and coordinates travel paperwork for Trustees and staff with Controller's Office.
  • Process payments for Division for a variety of services.
  • Scans documents into Laserfiche document management.
  • Assist in preparation of certain workpapers for the external auditor.
  • May conduct oral presentations regarding retirement Plans.
  • Completion of work assignments may require the operation of a vehicle.

Requirements of Work

  • Ability to communicate clearly and effectively, both orally and in writing.
  • Knowledge of the standard computer keyboard configurations and ability to access, interpret, and record information using a video display terminal and electronic keyboard.
  • Considerable knowledge of research techniques and sources of information, and information evaluation and reporting techniques.
  • Ability to ensure compliance with policies and procedures.
  • Ability to use a computer to access, interpret and record information, including spreadsheet development.
  • Knowledge of the basic laws, ordinances and regulations governing the municipality.
  • Intermediate to Advanced knowledge of Microsoft Excel.
  • Ability to problem solve using critical thinking and problem-solving strategies.
  • Ability to develop and maintain effective working relationships with associates, other employees, representatives of other organizations, and the public.

Required Experience and Training

Graduation from a four-year college with a degree in business administration, or a similar field is preferrable. Administration experience of 3 years is required. Any equivalent combination of experience and training may be considered. Offers of employment are contingent upon passing a pre-employment physical, which includes drug screening, and upon satisfactory evaluation of the results of a criminal background check. Must be legally authorized to work in the United States without the need of a sponsorship.

FULL-TIME EMPLOYEE BENEFITS
1. VACATION - Most employees with less than five years' employment earn 10 days of vacation per year. After five years, accrual rates increase at varying rates to varying maximums, depending on work schedule and/or union representation. Maximum accumulation is 30 work days.

2. HOLIDAYS - There are eleven paid holidays. One is a Personal Holiday granted after the first six months to be taken at the employee's option as scheduled with the supervisor.

3. SICK LEAVE - Sick leave accrual begins at one-half day per month. After five years, it is one work day per month (no maximum). Employees who use 24 hours (3 days) or less of sick leave in a calendar year earn a "Well Day." An additional "Well Day" can be earned following a year of perfect attendance.

4. HEALTH INSURANCE - Blue Cross and Blue Shield of Kandas provides two levels of medical and prescription plans. Both medical plan are PPOs that does not require selecting a physician or referrals for specialty care. Both medical plans include Vision benefits through Vision Service Plan. Pre-tax premium deduction is offered. The City contributes 80% of the premium, towards medical, Rx and vision premiums.

5. DENTAL INSURANCE - Two employee-paid Delta Dental plans are offered – Preferred and Traditional. DeltaPreferred requires using a dentist from a smaller network for a lower premium. Traditional allows use of any dentist, although benefits are higher using a dentist from the large Delta panel. Benefits under both plans are the same. Pre-tax premium deduction is offered.

6.LIFE INSURANCE – Low-cost term life insurance is available. Employees pay one-third of the cost. The amount of Basic Life coverage is twice annual pay (Members of SEIU and Teamsters: maximum of $150,000; all non-represented employees: maximum of $400,000). Dependent coverage is available ($4,000) for an additional $0.14 per pay period. Accidental death and dismemberment coverage is included. The plan is through The Standard.

7.SUPPLEMENTAL LIFE – Additional employee-paid term life insurance is available from The Standard at low group rates. Participation in Basic Life is required. This plan is portable.

8. LONG-TERM DISABILITY INSURANCE – This employee-paid group disability plan from Lincoln Financial replaces a selected amount of pre-disability income for work- or non-work-related disabilities. Premiums are determined by income and age.

9.VOLUNTARY ACCIDENTAL DEATH & DISMEMBERMENT - This employee-paid plan from The Standard offers coverage for accidental death and dismemberment in addition to that included in Basic Life.

10.RETIREMENT - The City offers two retirement plans - Wichita Employees (WER) Plan 3, and Commissioned Police & Fire Plan C-79. The WER plan is a defined contribution plan; Police & Fire is a defined benefit plan. Both are contributory - employees and the City share the cost.

11.FLEXIBLE SPENDING ACCOUNTS – Employees may elect to make pre-tax deductions for dependent care and unreimbursed medical expenses, reducing the cost of these expenses by eliminating taxes on the amount deducted.

12. LONG-TERM CARE INSURANCE – This plan from UNUM offers facility and home care benefits for employees, spouses and some other family members. Several options for benefit amount and duration, and specific plan features, are available.
