The project
TECKpert seeks to hire* Scrum *Master to support our client, a government agency based in Des Moines, IA.
The Division of Information Technology (DOIT) provides adaptable, secure, and cost-effective technology
services and solutions across the Department of Health and Human Services (HHS) Divisions, Partners,
and Citizens. We manage all of HHS’s IT assets, projects, and resources. We deliver technology and
expertise to support Citizens of Iowa and their family’s every day. This includes consistently delivering top
tier performance and value to citizens as a trusted partner and services provider. The department is
seeking a SAFe Program Consultant (SPC)/Coach to lead cultural change in the organization for large
scale project initiatives.
The role is responsible for developing and coaching strategies which lead
portfolio programs in their adoption of an agile mindset as demonstrated by the adoption and consistent
use of agile principles, practices and most importantly behaviors. The SPC must be able to cultivate
relationships with Program leaders and staff and gain their confidence and trust as a SME. The SPC will
support Program Operations in a variety of strategic improvement efforts to increase operational
efficiency, enhance knowledge transfer and create an authentically great culture. The role is to support
large state government projects.
This position will leverage expertise to coach and train employees at all
levels, including senior leadership, on SAFe Agile concepts and DevOps principles to promote an
environment and culture of continuous improvement, experimentation, and innovation.
Job duties include, but are not limited to:

  • Creating a culture where the entire workforce is engaged in continuous improvement
  • Advising senior leadership on SAFe and Agile principles
  • Empower leadership teams in building, sustaining, and growing thriving Agile teams
  • Coaching others to develop an agile mindset as demonstrated by behavioral changes
  • Mentoring peers to help others mature in their practices and behaviors
  • Facilitation teams and larger groups to achieve sustainable outcomes.
  • Use project management techniques to properly capture and drive improvement initiatives
  • Strong collaboration skills, able to bring people together and lead others though conflicting negotiation and resolution
  • Act as a change ambassador by modeling agile behaviors and helping leaders to cultivate a learning and innovation culture
  • Serve as a supporting member of the Agile Community of Practice, providing thought leadership and modeling a Lean-Agile leadership mindset
  • Define, design and implement continuous improvement programs to ensure teams

are integrated vertically and horizontally across organization.

  • Define improvement projects aligned with business strategies.
  • Analyze improvement programs and potential results. Facilitate and coach

improvement teams.

  • Install process excellence supports for program efficiency, external reviews,

communications, and familiarization.The SPC will be part of a PMO team responsible for all aspects of IT
project governance, assessment, management, and control. The ability to gather and define
requirements; build a project plan; identifying resource needs; and transparent, clear communications
across all levels of stakeholders. Essential is the ability to multi-task on continually changing and
morphing priorities as prescribed by leadership in response to department and legislative direction.
Principal for this position is the ability to guide teams in the Agile methodology, and provide team
feedback with a means to improve, catalyzing organizational growth.

Compensation and Term*
This opportunity is for a full-time, one year contract position with possible extensions with pay commensurate with experience up to $65/hour or $135,200 per year. Medical, dental, vision and life insurance available after 30 days of hire.

Qualifications you need*
A successful* Scrum Master *possesses or provides the following:-

  • Experience leading teams in an Agile environment, including software development, and multi-team projects -Required 8 Years
  • Experience working with Scrum, Kanban, Feature Driven Development, Test Driven Development, Continuous Integration & Delivery, Dev*Ops, Scaled Agile -Required 8 Years
  • Direct experience with transitioning teams to Lean- Agile practices, including both individual teams and multi-team projects -Required 8 Years
  • Participated in the planning, training, and execution supporting at least three Agile Release Train launches-Required 8 Years
  • Possess one or more of the following certifications or equivalent: Certified Enterprise Coach (CEC) , SAFe Program Consultant (SPC) -Required
  • Certified Scrum @ Scale Trainer, Certified Scrum Trainer (CST), Professional Scrum Trainer (PST) -Required 8 Years
  • Demonstrated Change Agent – Experience leading diverse cross functional teams to higher performance -Required 8 Years
  • Analytical – Using Lean (TPS) / Six Sigma / Industrial Engineering / Agile (SCRUM) skills and experience, evaluate processes to identify -Required
  • improvement opportunities and eliminate waste. -Required 8 Years
  • Demonstrate ability to prioritize and manage multiple projects and project activities simultaneously while meeting established deadlines -Required 8 Years
  • State / Federal Government Appropriations Experience -Desired 4 Years
