United Health Services is seeking a Sourcing Specialist to join our Wilson Medical Center team in Johnson City, NY. This is a benefits-eligible position.

Sourcing Specialist Position Overview

Coordinates the prudent purchase and contracting of commodities, equipment, services, as assigned, in accordance with internal policies and procedures, including but not limited to investigating alternatives, reviewing cost effectiveness, soliciting bids and negotiating with vendors. Works closely with the Value Analysis Coordinator of Procurement, MMIS System Administrator, Contract Specialist, Purchasing Agents and Purchasing Assistants. Will coordinate contracts that cross lines of responsibility throughout all UHS facilities in all assigned areas of responsibility.

Sourcing Specialist Responsibilities and Expectations

Performs Quality Value Analysis activities for the system whenever new products or equipment is requested to be trialed or purchased. This analysis includes: reimbursement to UHSH and other entities, cost analysis of product use, projection of usage/volume, consideration of all departments impacted by a new product’s introduction, determine required inventory/consignment, review infection control considerations, management of current inventory on-hand, coordinates associated trials/evaluations and final introduction of product and/or equipment following formal approval.

Leads and participates on assigned Value Analysis teams to support system cost savings goals, quality and regulatory requests, and utilization of goods throughout the organization.. Performs special projects and supports committee assignments as requested, focused on cost saving opportunities to include product standardization, contract analysis, clinical preference requests and other procurement related activities (consulting engagements).

Communicates effectively in coordination with multiple parties to include clinical staff, materials management staff, vendor representatives, other affected hospital departments (central warehouse, SPD, infection control), nursing educators, medical/surgical distributor, legal counsel and finance departments. Meets with customer department managers and/or supervisors to review procedures and investigate problems to ensure the effective delivery of services. Anticipates problems and makes suggestions for their solution.

Utilizes multiple information systems (EPIC, PMM, Lotus, Excel, ECRI, and GHX) to complete essential duties including inventory management, contract negotiations, cost savings/purchase analysis and Clinical Value Analysis. Performs essential purchasing functions such as issuing POs, invoice resolution, contract compliance, purchasing history/trends/usage and contract management.

Assists with budget projections and budget management while meeting organizational financial goals. Assists in the development of long and short range goals, and service delivery standards for the department consistent with UHS Hospitals goals and objectives. Develops and recommends policies and procedures.

Performs central negotiations and implements all steps related to the procurement and management of related inventory to include obsolete/outdated products, trials and evaluations, medical/surgical supplies and specialty devices. Initiates actions to maximize the utilization of consignment opportunities as a component of cost reduction strategies.

Recommends and implements products/services/equipment purchases that provide cost savings and product standardization to benefit across all departments and system members by working closely with the Value Analysis Coordinator, Quality Team, Clinical Personnel, Contract Specialist, System Analysts, and Purchasing Agents.

Responsible for the implementation of Vendor Price Files, Open PO/Order Reporting, and timely documentation (line item notes, communicating with the requisitioner) regarding updates within the PO/Invoice.

Reviews individual purchase orders, accrued receipts and discrepant invoices on a weekly basis to ensure they are resolved in a timely manner/payment.

Prepare, review and analyzes bids, requests for proposals and quotations for all items that meet the criteria set in the Competitive Pricing Policy and Procedure. ECRI analysis must be completed on all bids, RFP’s and Capital Requests.

Responsible for monitoring GHX daily and update pricing/catalog numbers, and purchase order, etc. within 24 hours of the GHX exception.

Position Qualifications

Education/Experience

Minimum Required:
Bachelor’s Degree in Science in Business or related field with 2 years purchasing experience or Associate’s Degree in Applied Science in Business or related field with with 5 years purchasing experience

Preferred:
Experience with healthcare procurement and possible clinical background
