Situated on the outskirts of South Carolina, SRNL is located approximately 20 minutes from Augusta, Georgia (home of the annual Master’s Golf Tournament) and 30 minutes from Fort Gordon (home of the new US Army Cyber Command). The complex is one hour from South Carolina's Capital: Columbia, within three hours of Charleston's beaches, and just a couple of hours from Greenville/Spartanburg, SC. Aiken is known for its famous thoroughbred horses, southern hospitality, growing community, thriving school district, numerous parks and golf courses, great weather, spacious avenues, and historical large and impressive homes.

The Savannah River National Laboratory is seeking an experienced Senior Contract Representative to work in the Contract Management division of Business Services.

The selected candidate will be instrumental in developing contractual agreements for Battelle Savannah River Alliance, LLC (BSRA). Successful negotiation, administration, and management of agreements facilitates growth of SRNL as a leader in scientific achievement and innovation. In addition, the selected candidate will be responsible for negotiating new contractual agreements where BSRA is performing reimbursable work for external clients and developing comprehensive, complete, agreement documentation; as well as managing a portfolio of assigned, pending, and existing agreements. Responsible for counseling research staff on statutory and policy requirements for implementing these partnership mechanisms and represent SRNL interests to external clients.

Subject agreement types are as follows:
  • Licensing – Exclusive or Nonexclusive agreements to license SRNL-developed patents and technologies.
  • Strategic Partnership Program (SPP) agreements with non-federal entities
  • Memorandum Purchase Orders (MPO) including interfacing with Lab-to-lab Ariba Network
  • Cooperative Research and Development Agreements (CRADA) that facilitate collaborative research with external partners
  • Agreement to Commercialize Technology (ACT), establish programmatic infrastructure for this new agreement type
  • DOE-NNSA Work Authorizations
Additional responsibilities include:
  • Interface with BSRA General Counsel to ensure acceptability of contractual legal terms and conditions
  • Support research staff with technical proposal submittals
  • Establish and maintain effective communication and positive working relationships with internal/external customers and stakeholders
  • Effectively manage competing priorities to manage challenging deadlines
  • Use internal systems and databases to submit and track agreement status
  • Support BSRA’s Prime Contract with DOE as required.

Basic Education Qualifications

  • Bachelor’s degree in a business-related field and at least 3 years of experience in sponsored research proposals and agreements, including negotiating federal government contracts, technology licenses, and other agreements.
  • Ability to work independently, manage multiple tasks, and recommend process improvements.
  • Communicate effectively with a wide variety of professionals in various fields including science, legal, business etc.
  • Excellent interpersonal, organization, time management, oral and written communication, and problem-solving skills, with an emphasis on customer interaction with sponsoring organizations.
  • Ability to work effectively in a collaborative, team environment.
  • Perform consistently and professionally while under pressure.
  • Meet deadlines and achieve results while maintaining the integrity of the contracting process.
Other Required Qualifications

Must be able to obtain and maintain a DOE security clearance.

Preferred Qualifications

  • Master’s Degree in a business-related field and at least 10+ years of related experience.
  • Familiarity/working knowledge of federal regulations (FAR, DEAR) surrounding SPPs, CRADAs, and Licenses.
  • Actual Contracts Department experience working in a federal research laboratory environment is highly desirable, or experience negotiating federal government contracts.
  • Experience in working with information of a business sensitive nature, with proven ability to meet this responsibility in a professional and ethical manner.
