THE IDEAL CANDIDATE
The department is seeking a team oriented professional with strong communication and technical skills to apply for the position of Staff Services Technician. Strong attention to detail, the ability to meet deadlines and excellent critical thinking skills are imperative for this position. The Staff Services Technician reports directly to the Contracts Staff Services Coordinator and under the general direction of the Contracts Manager.

ABOUT THE POSITION
The Staff Services Technician will be assigned to the Planning & Quality Department, a unit of Administration. Planning & Quality is charged with the functions of medical-legal compliance, risk management, quality improvement, contracting and health plan relations with the Health Services Agency. The Planning & Quality department is committed to providing the highest possible level of guidance, support and service to its internal and external customers. In addition to administrative clerical duties in support of these efforts, the successful candidate will have important responsibilities in the areas of contracting and compliance.

The Contracts Unit is responsible for administering over 200 current contracts including revenue contracts, independent contracts, professional contracts, memorandums of understanding and inter-departmental agreements. The Contracts Unit drafts, tracks, executes, monitors, amends, renews and terminates contracts as needed. Under general direction, the Technician will perform a wide variety of Contracts Unit functions including, but not limited to, receiving and acknowledging Contract Action Requests, tracking request through the approval process, drafting of agreement amendments, reviewing vendor insurance certificates and endorsements, business license and W-9 information. The Technician also does data entry, statistical reports, record maintenance and office support for the Staff Services Coordinator and Unit Manager in the areas of risk management, credentialing and compliance. The Staff Services Technician works with all divisions of the Health Services Agency and most closely with HSA Finance, Materials Management and Human Resources as well as GSA Purchasing, County Risk Management and County Counsel.

Unless otherwise provides, this position is part of the Classified Service of the County and is assigned to the Technical Services bargaining unit for labor relations purposes.

Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.

Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

Typical Tasks

  • Carry out high level administrative functions;
  • Support the complex administrative needs of staff;
  • Gather, and review insurance certificates and endorsements, and upload to the Contract Insurance Management System (CIMS) for County Risk Management approval;
  • Search Oracle FMS for vendor number and purchase order;
  • Gather, coordinate, and organize information and data required for record keeping and reporting need;
  • Maintain provider roster for credentialing reporting;
  • Participate in quality improvement projects as needed;
  • Create and prepare statistical reports related to operational function;
  • Perform routine administrative and clerical tasks and data entry; and
  • Maintain proficiency in the use of software and hardware utilized.

  • Data processing relating to budget control or payroll;
  • Principles and techniques of employee supervision; and
  • Spelling, grammar, and elements of proper writing procedures.

EDUCATION/EXPERIENCE
PATTERN I
  • Completion of thirty (30) college semester units in Public or Business Administration or related area;
PATTERN II
  • Two years performing highly complex clerical duties with lead-worker, programmatically or accounting responsibilities.

EXAMINATION PROCESS
