Work involves responsibility for coordinating a variety of activities related to the Child Support Agency including supervising a group of employees performing responsible para-professional, financial, and clerical operations.
50% Supervises a group of employees performing responsible para-professional, clerical and financial operations.
1. Training of new and existing support staff personnel.
2. Recommend hiring, firing, and disciplining of personnel.
3. Review materials relating to employee performance and worker relations with colleagues and clients, evaluate performance, counsel employees about poor work performance or problems in job adjustment.
4. Supervise the preparation of payroll and assist in the approval of vacation, overtime and compensatory time schedules.
15% Assists the Agency Director
1. Assist in preparation of reports as well as preparing and maintaining statistical reports on child support performance.
2. Respond to inquiries from clients, constituents and respondents that are directed to the Director in his/her absence and report to the Director of any such complaints that are warranted.
3. Strategically evaluate agency performance and assist in the creation and implementation of procedures that will increase caseload performance.
4. Assist in conducting monthly team meetings.
5. May be assigned to boards or committees.
6. Assume the duties and responsibilities of the Child Support Director in his/her absence.
7. Assist in the preparation of the annual budget.
20% Review agency manuals, work rules and standard office procedures, describing agency structure and objectives and work procedures and coordinate with the Director any such changes.
1. Prepare and design formats of legal documents and/or forms associated with various actions taken in establishing and/or enforcing child support obligations.
2. Monitoring of the computer software usage, program training and security.
3. Assist in the implementation of the laser fiche system and integration into the State Child Support Data System and assist in the ongoing staff training/monitoring in that area.
4. Assist in developing procedures due to changes in the law or mandates by the state or Federal Government; conduct in-service training for support staff when procedures are changed.
10% Monitor cases.
1. Coordinate the calendaring of Child Support case with the Judges calendar time.
2. Review and approve cases and/or account balances.
3. Testify in court, if needed.
5% Other duties as assigned.
- Considerable knowledge of the principles and practices of business manas they pertain to personnel, office management, and budgetary controls.
- Considerable knowledge of word, excel, data systems and electronic filing retention.
- Knowledge of Court practices and procedures; knowledge of State's Statutes governing the child support program.
- Ability to assist in planning and implementation of new programs and to assist in the training of staff with regard to new procedures.
- Ability to maintain complex records and prepare concise and correct reports from the records.
- Ability to supervise and direct the work of others.
- Ability to establish and maintain effective working relationships with other employees, attorneys, administrative personnel, cooperative agencies, other departments and the public.
- Skill in communicating effectively, orally and in writing.
- Graduation from high school, supplemented by post-high school course work in business administration, public administration or related field.
- Experience working with the legal system, accounting/bookkeeping, and computer technology.
- Supervisory experience.
- Child support and/or family law experience required.
- An equivalent combination of training and experience which provides the above knowledge, skills and abilities may be considered.

Pursuant to Internal Revenue Service (IRS) 1075 Publication, Federal Bureau of Investigations (FBI) fingerprints and criminal background checks are a component and requirement for access to Federal Tax Information (FTI). New subjects (new hires) must be successfully adjudicated before a start date is established and prior to granting access to FTI. Current subjects (current employees) must complete fingerprints and criminal background checks and be successfully adjudicated by September 30, 2019, and at least once every ten years thereafter. Successful adjudication is a job requirement, and as such, must be initiated at least every 9 years 6 months.
