ABOUT THE DEPARTMENT

The Department of Support Services includes the following Units: Personnel, Purchasing, and Risk Management.

The Personnel Unit manages programs designed to attract and retain the best employees for County government. These programs include recruitment, labor relations, employee grievances, maintenance of job classifications, County wide training, and the storage and maintenance of all employee personnel records.

The Purchasing Division is responsible for the management of countywide contracts, competitive procurement of goods and services, disposal of surplus County property, and processing of various fiscal transactions. This position supports all County departments in their efforts to secure best value products and services and requires incumbents to build and maintain effective relationships with all County Departments, as well as current and prospective vendors.


The Risk Management Unit administers and funds the County's insured and self-insured programs that include workers' compensation, liability, vision, malpractice, fire, personal property, faithful performance bonds, and others. The funding is provided by charges assessed against other County departments, special districts, and current and former employees who benefit from the department's programs.


ABOUT THE POSITION

Under general direction, to plan, organize, coordinate, and administer the Shasta County Department of Support Services; and to do related work as required.

DISTINGUISHING CHARACTERISTICS

The incumbent in this single-position class is responsible to the County Executive Officer for managing all Divisions within the Department of Support Services consisting of Purchasing, Risk Management and the Personnel Divisions. This position is an unclassified, at will position.

EXAMPLES OF ESSENTIAL DUTIES

Plans, organizes, directs, and assumes responsibility for the carrying out of the full array of functions within the Department of Support Services; evaluates the performance and gives direction to all division managers within Support Services; establishes and maintains departmental goals and objectives; maintains liaison with other department heads and public and private agencies which interact with these divisions; develops and maintains a comprehensive program of internal support services to County departments and assesses the most cost effective ways of providing such services; conducts operational and organizational studies of individual divisions and subsidiary programs to identify any improvements or deficiencies; insures that Board policy and procedures are properly followed by each division; plans, organizes, directs, and evaluates programs and services of the Department of Support Services; formulates policies and procedures for the administration of the Department divisions in accordance with the Shasta County Board of Supervisors and the County Executive Officer; acts as Shasta County's Risk Manager with all applicable authority; acts as Shasta County Personnel Director with all applicable authority as specified under the Shasta County Ordinance Code and Personnel rules; acts as Shasta County Purchasing Agent as delegated by the County Executive Officer; directly manages the recruitment and selection, training, classification and pay, employee relations, affirmation action, and personnel records activities of the County; prepares, reviews, and evaluates budget estimates and requests; determines the selection, assignment, training, and retention of personnel in the Personnel division; maintains liaison and consults with other divisions, departments, agencies, boards, public official, community groups and organizations, establishes and maintains departmental goals and objectives.

TYPICAL QUALIFICATIONS

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of:
Principles of public administration and government organization, public financing, self-insurance and risk management, and purchasing; principles of public personnel administration; principles, methods, and procedures of budget preparation and fiscal control; supervisory techniques and procedures.

Ability to:
Make effective public presentations; communicate effectively both orally and in writing; direct and supervise the work of professional, para-professional, and support staff personnel; establish and maintain effective relationships with other divisions, departments, agencies, boards, public officials, community groups and other organizations; direct a comprehensive personnel program; identify, define, and analyze administrative, operational, and programmatic problems and develop recommendations; analyze situations and adopt effective courses of action particularly during union negotiations; exercise initiative, ingenuity, independent analysis, and judgment in solving difficult and complex supervisory, administrative, management, and personnel problems; develop concise, informative, descriptive written and oral reports; comprehend and interpret complex regulations, laws and guidelines; manage various programs and functions and provide effective leadership in implementing those programs.

These employment standards are typically attained with at least five (5) years of strong managerial, administrative, fiscal, and supervisory experience, including substantial interaction with department heads, elected officials, and policy making bodies.

SPECIAL REQUIREMENT

Possession of a valid California driver’s license.

  • Employees in this classification are covered under the CalPERS retirement program. Depending on the provisions of the California Public Employees’ Pension Reform Act (PEPRA) and other applicable laws, an employee in this classification will be covered under one of the following CalPERS retirement formulas: (1) 2% at 55, (2) 2% at 60, or (3) 2% at 62. An employee in this classification will also contribute up to 8.75% of his/her pay to this plan or will contribute such other amount to the plan as authorized by PEPRA and other applicable laws. SALARY AND BENEFITS

  • Salary:
    $12,473 - $15,921 per month.
  • Holidays: 12 days plus 1 floating holiday per year.
  • Vacation: 10 days first 3 years; 15 days 4-9 years; 17 days 10-15 years; 20 days 16 years and thereafter.
  • Sick Leave: 12 days per year with a generous pro rata payoff at termination after at least 5 years.
  • Administrative Leave: 80 hours per year.
  • Retirement: CalPERS, coordinated with Social Security.
  • Insurance: Medical and dental plan, with the County paying for most of the employee and a portion of the dependent cost; a vision plan.
  • Life Insurance and Long-Term Disability: Fully paid group life and accidental death and dismemberment policy and long-term disability.
  • Expense Allowance: $50 per pay period.
  • Cell Phone Allowance: $120 per month.
  • Other: Deferred Compensation plan and IRC Section 125 plan.

Retirement:
The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security (note - not all Safety members' benefits are coordinated with Social Security). Members hired prior to May 8, 2011 are covered under the Safety retirement provisions with a 2% @ 55 benefit. Members hired after May 8, 2011 but before January 1, 2013 are covered under the Safety retirement provisions with a 2% @ 60 benefit. Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2% @ 62. Please review the specific MOU for stipulated retirement formulas. Employees pay 7.75% of his or her salary, on a pre-tax basis for a period of time as specified in his or her labor contact, or Personnel Rules as appropriate.

Insurance:
Major medical and dental plans with the County paying a majority of the employee and a portion of the dependent cost; a vision plan; and a life insurance policy.


Miscellaneous:

  • Deferred Compensation plans available through specified companies.
  • IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.
  • Optional insurance products are available.
