This position is in the Information Technology (IT) Business Operations division and Planning, Policy & Performance section. The position performs intermediate work supporting internal marketing efforts within IT. The position uses web-based collaboration and other technical tools to market the IT division’s objectives, products, and services to HHS employees, as well as improve the efficiency and effectiveness of IT business operations and services. The position meets with stakeholders and gathers business requirements. After collecting business requirements, the position designs solutions and enhances features using programing and web-based collaboration tools to promote or enhance existing services or business practices with the end user in mind. The position designs solutions, which enhance the user experience and interface, are scalable and maintainable by the owner, have a consistent branded appearance, and add value to the business practices of the IT division. The position performs other activities as assigned that support internal marketing efforts for the IT division.

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Gathers business requirements from IT division employees. (25%)

Researches and recommends solutions using web-based collaboration and other technical tools to solve business problems. (15%)
Ensures the design of solutions meets industry standards and complies with agency policies. (10%)

Knowledge Skills Abilities:
Extensive knowledge of SharePoint’s framework, creation, and implementation (e.g., custom web parts, client-side coding, web services).
Extensive knowledge of HTML, JavaScript, CSS and C#.
Extensive knowledge of the Software Development Lifecycle (SDLC).
Advanced skill in MS Visio and Visual Studio.
High degree of ability to gather business requirements that are technical or pertaining to business operations.
High degree of ability to design business solutions using an Agile approach.
High degree of ability to comprehensively and accurately analyze information.
High degree of ability to build, establish, and maintain effective working relationships.
High degree of ability to design solutions that enhance user experience and functionality, as well as add value to and promote the work of the IT division.

5 years SharePoint Design Experience (Classic or Modern framework)
5 years Visual Studio Experience
2 years Power App Development
2 years Photoshop/Illustrator Graphic Development
