KIND OF WORK:
Berkeley County is seeking an experienced threat assessment and management professional to support the development of a local prevention program with funding from the Department of Homeland Security’s Center for Prevention Programs and Partnerships Fiscal Year 2022 Targeted Violence and Terrorism Prevention Grant Program. The Threat Assessment and Management (TAM) specialist will serve as a member of the Berkeley County Homeland Security Program Threat Assessment and Management Task Force. The task Force will enhance the long-range community-wide emergency plan ensuring all community members achieve a superior quality of life within a safe, active, and healthy community.
The TAM Specialist is a grant-funded position. The TAM Specialist will be responsible for comprehensive and complex investigative, threat and intelligence functions and coordinating, developing, and evaluating behavioral threat assessment and management programs and projects. The TAM specialist performs risk and threat assessments on students, staff, and visitors to identify, assess mitigate, and manage concerning behaviors. In addition to maintaining grant-related project tracking, additional priorities include identifying sites and arranging for regional in-person training in the region, tracking team activities, and tracking data related to the training and team meetings.
DUTIES AND RESPOINSIBILITIES:
1. Receive and respond to reported behavioral concerns that pose a risk to Berkeley County community.
2. Conduct comprehensive investigations into targeted violence, school threats, and other cases as assigned.
3. Perform risk and threat assessment on students, staff or visitors as needed.
4. Collaborate with multi-disciplinary experts to review, identify, and develop specific intervention and prevention strategies.
5. Provide education and training to Berkeley County stakeholders, including school officials, school resource officers and mental/behavioral health professionals, to identify and report concerning behavior and incidents that may need further intervention.
6. Produce reports during and following investigations detailing actions taken
7. Track, maintain, and monitor investigation program data to create accurate and useful metrics for quarterly, yearly, and ad hoc reports.
8. Assist and prepare that required stat, federal, and county reports per the assigned due dates concerning the grant.
9. Ensure project deadlines are met.
10. Prepare necessary presentation materials for meetings.
11. Establish and maintain close working relationships with local stakeholders.
12. Work closely with Berkeley County Emergency Management (BCEM) and Berkeley County
Sheriff’s Department (BCSD) in developing and implementing new standards, policies, and processes, including information-sharing agreements.
13. Perform other related duties as assigned.
QUALIFICATIONS AND REQUIREMENTS:
1. Bachelor’s Degree preferred.
2. At least two (2) years of experience with threat assessment and management practices preferred.
3. Possession of a valid driver’s license.
4. Strong analytical, critical thinking and problem-solving skills.
5. Operational knowledge and experience in investigations, intelligence, threat assessment, and management.
6. Experience serving in project management roles and working with diverse stakeholders.
7. Self-motivated, able to execute tasks, and able to work independently.
8. Proficiency in MS Office, desktop publishing, and related technologies.
9. Strong verbal and written communication skills, accuracy, and attention to detail.
10. Well-developed interpersonal skills for building and maintaining relationships with stakeholders, community organizations, community leaders, and government officials.
11. Ability to organize and prioritize multiple assignments with a responsibility to multiple constituencies.
12. Ability to work on tight deadlines
13. Ability to work effectively in teams.
14. Applies in-depth knowledge of threat management concepts, theories, and practices.
15. Participates in or leads project/work activities of the threat assessment team.
16. Strong decision-making ability during emergency situations.
17. Outstanding ability to adapt to changing priorities and tasks.

19. Ability to work extended hours to include nights and weekends as needed.
20. Excellent verbal and written communication skills.
PHYSICAL REQUIREMENTS:
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force to move objects; work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.

PROBATIONARY PERIOD:
Berkeley County is an “At-Will” employer. However, new employees normally serve a probationary period of six (6) months before attaining regular status. The length of the probationary period may vary depending on the position and may be extended depending on performance. The probationary period is considered part of the examination process to determine the employee’s fitness for the position in which he/she was placed.
COMPENSATION:
Berkeley County employees are paid twice per month. A new employee ordinarily starts work at the rate specified in this announcement. The Berkeley County Council reviews compensation increases as part of the normal budget preparation process and makes the appropriate compensation adjustments at the beginning of the fiscal year (July 1).
ANNUAL LEAVE, SICK LEAVE AND HOLIDAYS:

Employees earn 1.50 days of sick leave per month/18 days annually with unlimited accumulation.
Berkeley County observes 12 paid holidays per year and Primary and General Election Days as they occur.
Employees accumulate annual leave according to the following schedule:

0 – 5 years 1.25 days 15 days
5 – 10 years 1.50 days 18 days
10 – 15 years 1.75 days 21 days
15 years plus 2.00 days 24 days

Regular employees are required to participate in the West Virginia Public Employee Retirement Plan
Life Insurance is available to full-time employees, their spouse, and eligible dependents.
Regular full-time employees may elect to join the County sponsored health plan which includes medical, hospitalization, major medical, dental, vision, and prescription drug coverage. The County may pay up to 100% of the employee costs (depending on election) and the employee pays for any dependent coverage elected.
A deferred compensation program is available.
Mandatory direct deposit is available to any banking institution designated by the employee.
