Minimum Monthly Salary $3,763.17/mo
Maximum Monthly Salary $6,149.00/mo

Transportation Specialist IV (B21)
Minimum Monthly Salary $4,023.17/mo.
Maximum Monthly Salary $6,579.42/mo.

Position Description


Provides technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

Transportation Specialist III:

  • Assists in overseeing project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
  • Provides technical expertise and oversight/coordination of transportation programs in a district or division in the following functional activities: Design, Construction, SWPPP, Work Zone Traffic Control, Dispute Resolution
  • Coordinates and performs interim and final inspections to identify deficiencies
  • Coordinates engineering field staff activities and provides technical assistance in resolving construction problems.
  • Coordinates field review inspections conducted by Federal Highway Administration and Construction Division engineers to ensure all negative findings receive proper response.
  • Coordinates with roadway design on schematics and reviews in-house and consultant traffic control plans or traffic projects.
  • Inspects construction methods, workmanship and maintenance procedures to ensure contractors build, install, maintain and repair traffic control/data collection related equipment or facilities in accordance with plans, specifications and contract requirements.
  • Monitors material testing requirements and results for compliance with specifications.
  • Performs field reviews of construction projects to assist area engineers and project engineers in resolution of construction problems.
  • Reviews area office contract submissions and coordinates process with area engineers.
  • Performs other job responsibilities as assigned.

Transportation Specialist IV:

  • Coordinates engineering field staff activities and provides high-level technical assistance in resolving construction problems.
  • Performs complex field reviews of construction projects to assist area engineers and project engineers in resolution of construction problems.
  • Provides technical assistance in resolving construction problems related to contract administration.
  • Coordinates and performs interim and final inspections to identify deficiencies.
  • Coordinates with staff and/or area engineers regarding construction operations as they relate to contract administration, programming, planning, design, right-of-way and maintenance operations.
  • Inspects construction methods, workmanship and maintenance procedures to ensure contractors build, install, maintain and repair traffic control/data collection related equipment or facilities in accordance with plans, specifications and contract requirements.
  • Monitors audits of monthly and final estimates change orders, supplemental agreements, and extra work orders; reviews monthly and final estimates prior to submittal.
  • Monitors contracting, construction record-keeping and construction records auditing activities for multiple construction projects.
  • Responds to public concerns regarding construction and provides or recommends correct, cost effective solutions to issues raised during the administration of a construction project.
  • Reviews formal contract disputes and claims; recommends or develops timely solutions that comply with plans, specifications and policy and serve as precedent for other projects.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Transportation Specialist III:

Transportation Specialist III or IV:
  • 5 years in Transportation design, construction, traffic operations, maintenance, bridge inspection
  • Experience can be satisfied by fulltime or prorated parttime equivalent
  • No supervisory experience required.

Licenses and Certifications:

**Safety Impact Certificate

  • Valid Driver's License at time of application. This position requires driving a state vehicle.
  • Safety Impact and Commercial Driver certifications are not required at the time of application. As required, the Safety Impact and Commercial Driver certifications will be issued by TxDOT at the time of hire.

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Talking-expressing or exchanging ideas by spoken words
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
