The Town of Trafalgar is accepting applications for the position of Utility Superintendent for the Town Utilities Department. This is a full-time, supervisory position that reports to the Town Council of the Town of Trafalgar. This position is responsible for performing a variety of managerial, administrative, and physical duties related to planning, organizing, and coordinating the overall operations of the Town’s utility infrastructure, including maintenance and repair of water lines and pipes, installation and regulation of water meters, and is primarily responsible for the operation, repair, and mechanical maintenance of the wastewater treatment plant and the managing various utility infrastructure improvement projects.
Primary duties and responsibilities include but are not limited to: managing the day-to-day wastewater treatment plant and utility operations, monitoring and evaluating the efficiency and effectiveness of operational methods and procedures, assessing and monitoring work load of laborers, identifying opportunities for improvement and implementing improvements as necessary, assisting in the development and oversight of public works capital projects, operating wastewater treatment plant equipment systems and making necessary adjustments locally, inspecting and repairing equipment and systems, installing mechanical equipment such as pumps, motors, chemical handling systems, performing the cleaning of channels, tanks, and sumps, and installation of seals and bearings, keeping records and reports of operations, and reporting to the appropriate regulating agencies.
KNOWLEDGE, SKILLS, AND QUALIFICATIONS
The preferred candidate will possess a high school diploma (or equivalent) and relevant work experience, skills, abilities, and competencies.
Candidates should have at least two (2) years of progressively responsible work experience in administering and managing a municipal operations program or operation of a wastewater treatment plant.
Candidates should have considerable knowledge of principles and practices of engineering, chemistry, mathematics, and biology as applied to wastewater, water reclamation and related treatment processes, and the understanding of the functions of various gauges, meters, and controllers. Candidates should understand the principles of operation of pumps, motors, valves, and associated equipment, as well as the tools, materials and equipment used in the inspection, sampling, troubleshooting, maintenance, repairs, and operation of a wastewater treatment plant. Candidates should also have a working knowledge of regulatory agency rules, regulations, and reporting requirements involving wastewater operations including IDEM regulations.
Candidates should have considerable knowledge of principles and practices of engineering as applied to the design, construction, maintenance, and repair of streets, sidewalks, storm sewer, and storm water infrastructure. Applicants must have the ability to supervise others; assign and direct work, complete annual performance evaluations by 11/1 of each year, read, interpret, and work from field notes, land descriptions, surveys, aerial photographs, site plans, specifications and other similar data; set priorities, identify goals and objectives, identify and allocate resources needed to plan and coordinate multiple project scheduling; and have effective communication and computer skills. Candidates should also have a working knowledge of regulatory agency rules and regulations involving public works operations including INDOT and IDEM regulations.
Candidates must hold a wastewater operator certification and Water operator certification issued by IDEM and complete continuing education as required to maintain certification.
A valid driver’s license is required, and the successful candidate must have or be able to obtain a valid CDL Class B license within 90 days of employment.
Candidates must reside in Johnson County or an adjoining county within (6) months of employment.
Candidates must successfully pass a drug and alcohol screening prior to employment.
WORK ENVIRONMENT and PHYSICAL ABILITIES
Work is often outdoors at various sites with exposure to weather conditions including extreme heat or cold, traffic, fumes, dust and dirt, and in indoor office conditions. Hearing and speaking sufficient to exchange information in person, at formal presentations, or on the telephone, sitting or standing for extended periods of time, walking on uneven surfaces, movement of objects of up to 50 pounds unassisted, and frequent or constant movement of negligible weight objects, as well as climbing, balancing, stooping, kneeling, crouching, and crawling are all requirements of the job.
Responds to emergencies and after hour calls, which may include nights and weekends. As the department head, the Utility Superintendent is required to report to the Town Council at monthly or special meetings outside of regular business hours as to recent developments within the department. Travel may be required to municipal or technical training sessions. The position routinely handles highly sensitive and/or confidential information.
SALARY and BENEFITS
The compensation is $30.00 to $40.00/hour depending on qualifications and experience. This position is a regular non-exempt position working forty (40) hours per workweek, and work performed in excess of forty (40) hours in a week will be considered overtime and will be paid at the rate of one and one-half times the employee’s regular rate of pay.
