The Public Assistance and Employment Services (PAES) Division is seeking a reliable, well-organized, individual with a dynamic professional and positive attitude to serve as an active member of the Employment Services team. This position performs advanced-level professional duties and supervises staff providing employment and case management services to WIOA Youth program participants.

About the position:
Under the direction of the WIOA Manager (HSW V), supports the performance and growth of the WIOA Youth case management team and the performance management of the WIOA Youth program, along with other grant funded employment programs, to include the Educating Youth through Employment (EYE) program. Works with workforce partners such as Virginia Career Works Northern, SkillSource Group, and other employment partner organizations to meet program and participant needs.

Responsibilities:

  • Supervises a team of employment case managers providing services to job seekers aged 16-24 with significant barriers to employment; Provides ongoing guidance and support to new and seasoned staff.
  • Provides direction and oversight to program outreach, participation, and community relationships with various stakeholders.
  • Participates in preparing and submitting responses to requests for proposals from a variety of sources.
  • Supports QA supervisor in in reviewing and preparing responses to program and financial audit findings.
  • Provides direction and training on new initiatives and other federal, state, and local policies and best practices to staff.
  • Develops and administers consistent policies, procedures, and best practices to ensure compliance with federal, state, and local regulations.
  • Identifies service delivery gaps and takes action to improve program operations.
  • Tracks, manages, and analyzes program data and performance.
  • Regularly prepares and delivers reports on data, audit findings, and program performance to various stakeholders and program partners.
This position requires travel throughout Fairfax County, Prince William County, and Loudoun County, and, on occasion, out of town. Additionally, this position will be required to work occasional evenings, holidays, and/or weekends.

  • Ability to thrive in a hybrid work environment: self-directed; proactively reaches out, responsive, comfortable in a virtual setting
  • Curious and quick learner with the ability to work collaboratively with other members of the Employment Services team.
  • Clear and concise oral and written communications skills; Knowledge of word processing and data management programs (Microsoft Word, PowerPoint, Excel, survey software).

Note: Location varies depending on the needs of the department at Virginia Career Works-Northern Region Centers throughout Northern Virginia in the counties of Fairfax, Loudoun, and Prince William. Some local travel is required.

As a member of the management team, collaborates with other supervisors and managers to ensure that staff, the community, and other human service providers work together to provide a holistic program of services;
Provides day-to-day guidance, direction, and mentoring to a group of professional staff on case related issues, policies and procedures, agency initiatives, and professional development;
Plans caseloads, assigns cases and reviews case records;
Ensures all program timeframes and performance outcomes are met;
Communicates performance expectations and monitors performance and accomplishments of staff and overall unit against the goals and objectives of the program;
Regularly conducts individual conferences with staff to discuss specific case problems and monitors casework progress;
Identifies crisis situations and provides crisis intervention as needed to address difficult or dangerous situations;
Interviews job applicants and makes recommendations for hiring;
Prepares and conducts formal and informal performance evaluations in a timely manner;
Handles performance and discipline issues in a timely manner and in accordance with County personnel policy;
Plans for and facilitates the professional growth of staff;
Interprets, applies, and explains complex federal, state and County policies to applicants, service providers, the general public and other interested parties;
Prepares appeal documents and may represent the agency in administrative appeals filed by clients;
Participates in case staffings with other County staff or community organizations to assess needs of clients;
Participates in inter and intra agency multidisciplinary work groups and teams;
Makes public presentations on programs and services;
Monitors and assures efficient, effective coordination of services provided to clients, identifies service delivery gaps and takes action to improve operations;
Evaluates the effectiveness of policies, procedures, and best practices to ensure compliance with federal, state and local regulations;
May participate in the evaluation of service providers and provide feedback to program management staff;
Researches available grants and business and community partnerships and determines feasibility of acquisition of funds and appropriate projects for funding;
Writes and/or assists with writing grant applications, proposals for funding, and business plans;
Prepares or oversees and presents narrative and statistical reports documenting the work of the unit and/or in relation to case activity.

Graduation from an accredited four-year college or university with a bachelor's degree plus four years of professional human services or related work experience.

PREFERRED QUALIFICATIONS:


  • Knowledge of labor market conditions and job development techniques.
  • Experience within a business recruiting talent or partnering with businesses and other employers to recruit qualified jobseekers.
  • Certified Virginia Workforce Development Professional (VWDP), Certified Foundations of Workforce Development Professional, or currently enrolled in Dynamics Works training.
  • Knowledge and experience with process improvement strategies, data management and the Virginia Workforce Connection.
