Kearney & Company is currently seeking a Senior Consultant with the ability to provide accounting support, apply critical thinking skills, knowledge, and has experience with federal financial management. Use technical, financial, and analytical skills, and expertise in accounting knowledge to support efforts to provide quality information, and to enable the client to demonstrate fiscal responsibility, accountability, and regulatory compliance, and promote the efficient use and good stewardship of resources.
Additional skills and responsibilities are defined below:
- Apply technical accounting, auditing, analytical analysis, reconciliation of transactions and apply United States Standard General Ledger (USSGL) principles and concept to resolves a variety of financial-related issues, questions and problems related to the agency financial management program
- Perform analysis and reconciliation of agency’s Eliminations, Advances, Property Plant and Equipment, and Abnormal transactions impacting agency’s books and Financial Reporting deliverables
- Provide analysis, recommendations, data collection, and identification of potential policy and process improvements for Government review, approval, and assist with accurate and timely financial USSGL reports.
- Perform these duties below independently with guidance from federal staff:
- Assist in developing and implementing processes and controls, and Standard Operating Procedures to ensure timely and accurate submission of audit deliverables.
- Assist in developing and implementing processes and Standard Operating Procedures to review the completeness and sufficiency of financial data, including supporting documentation associated with abnormal balances, USSGL analytics, Fund Balance with Treasury, suspense accounts and cash management.
- Assist in reviewing the monthly consolidated TIER submissions.
- Support the preparation of monthly Chief Financial Officer (CFO) Certified deliverables required by the Department’s Component Requirements Guide (CRG).
- Assist in developing and implementing processes and Standard Operating Procedures to review the completeness and sufficiency of financial data, including supporting documentation associated with abnormal balances, USSGL analytics, Fund Balance with Treasury, suspense accounts and cash management.
- Review unliquidated obligations process, reviewing the reimbursable orders process, analyzing reports, reviewing, and reconciling subsidiary ledgers to provide analytical support to federal staff.
- Analyze and interpret financial and accounting data to provide guidance for decision making.
- Technically proficient in using the advanced functions of Excel (i.e. pivots, conditional formatting, lookups, etc.).
- Participate in team problem solving efforts and offer ideas to solve client issues
- Manage deadlines with evolving requirements, prioritizing based on client risks
- Adhere to project schedules, action logs, and dashboard reports, maintaining a list of ongoing and future activities
- Support submission of status reports, meetings and deliverables
- Conduct training staff, peers, and federal staff as needed
- Remain compliant with continuing professional education requirements
- Attend internal Corporate Events and or seminars
- Bachelor of Science or Arts in Accounting or a relevant field
- Minimum 12 years of federal accounting and financial management experience
- Mastery of, and skill in applying, the concepts, principles, practices, laws, and regulations of accounting, budgeting, and financing
- Understanding of governing accounting policies, financial processes, budget forecasts, internal control assessments, conduct verification and validation as needed on transactions and balances to support analytical research, and financial objectives
- Knowledge of analytical processes that is appropriate for conducting cost-benefit analysis, property accounting, depreciation, and construction-in-process analysis, and identify trends in the use of funds
- Excellent communication, written, and organizational skills.
- Advanced skills with Microsoft Office programs (Access, Excel, Word, and PowerPoint)
- Ability to travel up to 25% as required for client and company activities
- Ability to obtain and maintain a U.S. security clearance (requires U.S. citizenship)

- Master’s degree in a relevant field
- Experience with Federal Financial Management policies and procedures
- Experience with federal financial reporting
- Experience in a federal consulting environment
- Experience with Tableau data analytics software
- Experience with Jira software
