HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion—the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
The Office of Enforcement and Neighborhood Services works closely with other HPD divisions and outside community partners to identify buildings with violation problems, assess and develop appropriate strategies to address those properties, and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. HPD uses enforcement tools within the Division of Code Enforcement, Housing Litigation Division, Emergency Repair Program or the Division of Special Enforcement to ensure compliance with legal and regulatory obligations.
The Office of Enforcement and Neighborhood Services is composed of 8 divisions:
Under general supervision, the selected candidate will perform as an Administrative Support/Community Coordinator in the Division of Special Enforcement (DSE)
Your Role:
Under general supervision in the Division of Special Enforcement (DSE), within the Office of Enforcement and Neighborhood Services (OENS), the selected candidate will be responsible for but not limited to the following:

Liaison between Landlords & Tenants
When warranted refer cases to HLD
Coordinate with EHS

Under general supervision, the selected candidate will perform as an Administrative Support/Community Coordinator in the Division of Special Enforcement (DSE)
Your Role:
Under general supervision in the Division of Special Enforcement (DSE), within the Office of Enforcement and Neighborhood Services (OENS), the selected candidate will be responsible for but not limited to the following:
Key Responsibilities:
Liaison between Landlords & Tenants
- Schedule monthly building monitor visits
- Follow-up with landlords on repair status
- Follow-up with landlords on completion of repairs
- Schedule finale inspections
- Enter inspector’s notes in SEU tracking
- Enter in coming and/or outgoing calls in SEU tracking
- Provide tenants with EHS housing resource/contact information
When warranted refer cases to HLD
- Follow-up with HLD case status
- Provide HLD with updated building repair status
Coordinate with EHS
- Vacated apartment information
- Tenant and/or Landlord information
- When warranted set-up access for apartments not previously reported
- Prepare and forward return to apartment(s) notifications for tenants being housed by EHS
Approved Vacates
- Prepare and mail vacate landlord letters
- Prepare Do Not Enter vacate notices for posting
New Cases
- Review ARC daily damage report
- Open new fire cases
- Open new Enforcement cases
- Prepare Do Not Enter Enforcement notices for posting
- When warranted create Enforcement schedules
Routes
- Create daily Inspector Routes
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Preferred Skills
- Candidates must possess excellent written and verbal communications skills
- Candidates must be proficient with PC software applications, such as Excel and Microsoft Word
- Candidates with bi-lingual skills
- Candidates may be assigned to any office within the 5 boroughs and may be assigned to work evenings and weekends.
