General Description
Niagara County Community college is recruiting an Assistant Chief of Campus Public Safety/Peace Officer. This is a full time 12-month Administrator position reporting directly to the Chief of Campus Public Safety.

This position assists the Chief with the development, implementation, and management of the campus safety and law enforcement programs of the College. Assists the Chief with maintaining compliance with New York State and Federal mandated law enforcement requirements. This position is designated as a Peace Officer in accordance with Criminal Procedure Law 2.10(78).

Typical Work Activities
1. Assists the Chief with the development, implementation and management of the campus safety and law enforcement programs, including compliance with NYS and Federal requirements, such as mass communications, timely warning, critical incident planning, and initial and continued training for campus security/peace officers;
2. Assists the Chief with developing and implementing a crime prevention program to assure the safety and security of personnel and property on all College facilities;
3. Supervises, trains and evaluates campus security/peace officers including organizing, prioritizing and scheduling work assignments;
4. Prepares monthly law enforcement staff shift schedules and staffs shifts as needed to support scheduled activities and/or to cover staff absences;
5. Responsible for the department’s Body Worn Camera policy in compliance with law and/or established best practices in the downloading and retention of BWC footage;
6. Investigates criminal complaints and unusual occurrences and prepares appropriate reports. Assures enforcement of traffic, parking and other regulations on campus;
7. Assists the Chief with Title IX, CLERY, VAWA, and FERPA compliance, reporting, and preparing the annual security report with the SUNY Chancellor’s Office. May assist with CLERY related notifications;
8. Responds to all emergencies; assists the Chief with training safety and campus security/peace officer personnel to respond to emergencies;
9. Communicates to the appropriate College constituents regarding criminal or safety incidents that have occurred;
10. Responsible for the proper operation of and maintenance of the department’s emergency, security, and radio communication systems and fleet of vehicles;
11. May serve as Acting Chief of Campus Public Safety/Peace Officer in the absence of the Chief;
12. Assures efficient use of material resources by assessment of department needs, and management of the department within the budgetary constraints imposed by the College;
13. Assures effective use of human resources by recommending hiring, disciplinary, and other administrative actions together with the training, motivating, evaluating, and counselling of assigned personnel. Conducts all personnel matters in accordance with federal, state and local laws, regulations, and collective bargaining agreements;
14. Serves on various College committees and performs other job related tasks as assigned.

Essential Functions
Must be able to navigate relationships with a diverse population; must be able to communicate effectively, both verbally and in writing, to individuals and groups; must be able to relate to all members of the campus community, senior management and members of the Board of Trustees; must be able to operate computers, must be able to prepare written reports and materials, must be able to speak to groups, must be able to physically perform the duties of the position; must be able to travel locally; must be able to actively supervise departmental functions in multiple locations.

Required Qualifications
  • Graduation from an accredited college or university with a Bachelor’s degree and three (3) years of full-time paid experience in a law enforcement agency or a security force with approved New York State police or peace officer status that involved (3) years supervision of others OR
  • Associate’s degree and a minimum of six (6) years full-time paid experience in a law enforcement agency or a security force with approved police or peace officer status that involved (5) years supervision of others.
  • Must be New York State certified and maintain certification as a campus peace officer or police officer in New York State;
  • Must Possess a DCJS Supervisor Certification.
  • Must possess a valid New York State driver’s license for the duration of employment.
  • Must possess a valid NYS pistol permit.
  • Must possess a New York State DCJS Field Officer Training certification.

Desirable Qualifications
  • Master’s Degree in Criminal Justice with second line supervisory experience preferred.
  • Experience in security at a College or University setting, preferably in a supervisory capacity working with the Cleary Act, Violence Against Women’s Act, Title IX and other statutes applicable to higher education.

License(s)/Certifications
  • DCJS Supervisor Certification.
  • Valid New York State driver’s license for the duration of employment.
  • Valid NYS pistol permit.
  • New York State DCJS Field Officer Training certification.
