Position Overview:
Castle Rock Water is seeking an experienced Assistant Director to provide direction, guidance and leadership for the Engineering, Operations, Water Resources, Stormwater, Regulatory, and/or Business Solutions division managers. This position develops, oversees, and implements financial, strategic, technical and business reports for internal enterprise funds. The Assistant Director will engage and work with other Town Departments and external agencies on issues related to Castle Rock Water. This position will assist the director in setting strategic direction, as well as provide leadership for special projects, programs and initiatives. The Assistant Director will serve as acting Director during absence of the Director, Castle Rock Water. They will perform duties in a manner consistent with the stated values of the organization.

Essential Duties and Responsibilities
- Provides direction, guidance and leadership for managerial and technical personnel. Assigns and plans work of others. Establishes performance standards, holds team members accountable, coordinates activities and allocates personnel. Makes decisions related to staffing, performance evaluations, salary increases, and training. Ensures compliance with applicable personnel guidelines and employment law
- Develops and oversees financial and business reports and budgets of Water enterprise funds
- Develops and oversees business plans. Oversees and provides direction for rates and fees studies. Tracks and analyzes data for trends. Makes recommendations regarding fees
- Plans, coordinates and manages timely completion of multiple short and extended term projects including capital improvement and maintenance projects. May conduct on-site project visits. Ensures successful completion on time and within budget
- Provides direction related to supervisory, project and technical issues, development of critical business processes and high level standard operating procedures with an emphasis on a culture of continuous improvement for three division areas
- Presents key issues and information to stakeholders including business and community groups, Town Council, media, and customers through formal presentations and in informal settings
- Serves as support for and backup to Director in various functions including Executive Team, Director's meetings, Water Commission, long term water planning, staffing issues, emergency response issues, and departmental policy development
Minimum Qualifications
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education: Bachelor’s degree in a related field, including Engineering, Biology, Water Management, Environmental Science, or other related discipline
Experience: Seven (7) years of progressively responsible experience including CIP programs management and financial and business management of a municipal water/wastewater utility and at least (2) years of supervisory experience or an equivalent combination
Preferred Qualifications:
- Master’s Degree in a related field
- Registration as a Professional Engineer in the State of Colorado or other applicable industry licensing and/or certifications
Knowledge, Skills, and Abilities:
- Knowledge of effective supervisory principles and techniques
- Strong program and project management skills
- Effective communications and presentation skills for public meetings and presentations
- Thorough knowledge of the principles and practices of public administration
- Ability to develop effective reports, studies and recommendations
- Ability to read and understand written materials
- Ability to memorize and apply codes, details, laws, regulations, procedures and policies
- Ability to communicate effectively with others orally and in writing
- Working knowledge of Microsoft Word, Excel and Outlook
- Knowledge of CIP programs management, including planning, design, and construction of water and wastewater medium to large infrastructure projects ($10 - $30 million range)
- Knowledge of budgeting practices and effective fiscal management
- Understanding of financial and business management of a multi-division municipal Water Department
- Ability to interact effectively with contractors related to implementation or management of capital projects
- Ability to prepare and develop effective presentations and provide information regarding programs and projects to citizens and internal or external stakeholder groups
- Ability to gather, interpret, recommend or implement solutions to problems regarding personnel, budget, projects or technical engineering issues. Generally, decisions in these areas are made on a daily basis without guidance from the Director. Major programs, financial and personnel/staffing decisions are made collectively with the Director and/or Water Leadership Team
