Seeking an analytical, detail-oriented, problem-solving professional who is interested in joining Milwaukee County and help the organization make the right decisions and lead this newly established team focused on driving strategic outcomes through the power of data and performance management.

Job Summary: Reporting to the Airport Director for Finance and Administration, this position will lead and manage the overall Airport’s data analytics, performance management, and business intelligence functions. The functions this position oversees and the framework it will build and refine are intended to further develop and form the cornerstone of the Airport’s data-driven, strategic decision-making capabilities. This position and its staff are expected to produce data insights across multiple business lines within the Airport to better inform such strategic decision-making capability. The incumbent should be results/outcomes focused and comfortable in both working within existing frameworks and developing new ones.

Job Responsibilities
  • Business Intelligence - Define, analyze, and report meaningful insights. Responsible for acquiring data and transforming it into meaningful and useful business analysis. This information is expected to be used to make recommendations to senior management to improve and optimize decision-making and performance across all functional areas of the Airport. This position will be responsible for collaborating with Airport business unit managers as well as senior management to ensure that business intelligence is driving desired outcomes.
  • Performance Management - Responsible for working with Airport business unit managers to either create or revise Key Performance Indicators (KPIs) to ensure that the indicators being measured are actionable, meaningful and appropriately linked to strategic outcomes. This includes overseeing development of a relevant Airport peer benchmarking group. Performance management is expected to be evolving and continuously improved upon. It is quite likely that focused performance management and business intelligence will lead to realignment of resources across functional areas within the Airport over time.
  • Data Management & Modeling - Understand a variety of data gathered and/or transmitted within and outside of the Airport, the uses and impact of that data, and its relationship to analytical models, processes, and controls. Apply appropriate logic to design and implement data mining techniques on large data sets. Establish and oversee a data management framework. Data models created are expected to quickly evolve toward predictive analytics.
  • Visualization, Reporting & Presentation - Design and develop solutions and data visualizations using industry leading practices. Prepare written reports, presentations, and maintain performance dashboards in a way that is readily consumable and easily conveyed to senior management. Position should have knowledge of and be comfortable working with various technology solutions and visualization platforms.
  • Data Governance & Quality Control - Develop and enforce policies and procedures to ensure data quality and to prevent discrepancies. Oversee efforts to correct discrepancies if/when they occur. Troubleshoot data-related problems and engage in documented root cause problem solving. Establish rules and procedures for data sharing both internally and externally. Determine best methods for integrating data from several different sources and formats in consultation with other resources such as database administrators and external specialized consultants where needed.
  • This position is expected to function as a working manager performing both managerial as well as individual contributor duties.
  • Lift, carry, push and pull up to 15 lbs.

Minimum Requirements
  • Current residency within the State of Wisconsin upon application
  • Bachelor’s degree or higher in Finance, Economics, Business Administration, Public Administration, or related field
  • Five (5) years or more of work experience in Financial Analysis, Performance Analysis, Quantitative Research or Policy Analysis
  • One (1) year or more of work experience in a Program/Project Manager or Supervisory/Management role
  • Advanced knowledge of all related computer and software applications including Microsoft Excel, Word, Teams, Outlook and PowerPoint
Preferred
  • Master’s degree
Additional Knowledge, Skills and Abilities: Requires strong analytical and problem-solving skills on a continuous basis. Ability to independently lead subordinate staff and other managers through complex, root cause problem solving to refocus and improve performance outcomes. Strong quantitative aptitude coupled with an ability to effectively translate the results to a variety of audiences including those with nontechnical backgrounds. This includes communicating verbally and in writing memoranda, action plan development, and presentations.
