***THE POSITION***
This position is located at a Forest Service (FS) Job Corps Civilian Conservation Center (JCCCC). The incumbent serves as the Center Mental Health Counselor (CMHC) and will provide ON-SITE Mental Health Care services for all students on Center, in accordance with applicable Federal laws/regulations, OSHA and HIPAA requirements, state and local laws, and guidelines of the American Psychology Association.
The incumbent assists students, peers, and subordinates in understanding the relevance of, and promotes the development of positive social skills among students through modeling appropriate behavior, positive intervention, and positively intervening and teaching appropriate employability skills for workplace success. Participates in the Center Behavioral Management System (BMS) and/or the Student Code of Conduct (SCC) program as necessary to insure proper workplace conduct, appearance, and behavior. Sets a positive example as a role model to students by displaying appropriate etiquette, timeliness, and dress.
MAJOR DUTIES
This position serves as the Center’s Mental Health Counselor (CMHC) applying the professional knowledge of the principles, theories, procedures, and practices of social work and/or psychology to conduct intake evaluations and develop treatment plans for a small population of financially disadvantaged youth, ranging from 16 to 24 years in age.
Independently conducts comprehensive intake evaluations to address complex (interrelated psychosocial) diagnostic and treatment issues. Prepares written evaluation reports with clinical impressions and recommendations. Accomplishes clinical intake interviews with students, to include family history, psychosocial history, developmental history, and presenting problems together with any relevant secondary information. Social assessments may include financial, adaptive, social functioning of family, social relationships and situations, and any other contributory information. Assesses students to explore the development of behavior patterns, mechanisms, and symptoms; determines the facts concerning students’ problems and the underlying causes to assess their individual needs by using and interpreting various established psychological assessment measures. Integrates findings and formulates clinical information to establish a mental health diagnosis using guidelines such as those established by the American Psychology Association.
Participates in the management of, and provides written diagnoses for, a chronic care management plan for students with chronic conditions/disability related to mental health conditions, when appropriate. Reviews applicant files and completes required initial assessment (intake), and treatment plan, as applicable. Records all mental health documentation, such as, diagnosis, treatment and management plans, medication, reason of denial into the program (if recommended) etc. on the Student Health Record (SHR) and Job Corps Health and Wellness Program forms. Establishes an appropriate specialty mental health referral system for students who require special, or emergent, mental health care while maintaining, safeguarding, and ensuring the confidentiality of all required student health records in accordance with the Health Insurance Portability and Accountability Act (HIPAA). Collaborates with the Center’s Substance Abuse Counselor (TEAP) on services for students with co-occurring conditions of mental health issues and substance use. Coordinates with the Center’s physician and the Health & Wellness Manager (HWM) to discuss long-term medication management and Schedule II prescription management.
Provides Mental Health services in a positive and productive manner assist students with acquiring health-related skills and knowledge of healthy mental health care, and to facilitate student willingness to pursue recommended mental health treatment plan, if applicable. Part of this includes conducting a minimum of a one-hour presentation on mental health promotion for all new students in accordance with PRH 6.10, R3, with an emphasis on employability and how to respond to a mental health crisis.
On a monthly basis, reports to the Center Director and HWM on all mental health-related matters; including student medical separations, justification and costs of special needed services, health and non-healthcare equipment repair and replacement needs, depletion of medical supplies and medications, and other areas deemed appropriate.
Participates in health and wellness program continuous quality improvement activities and advises and assists the health education instructor in the development and implementation of the Mental Health Education Program. Cooperates and complies with Job Corps assessment team’s audits to verify quality of services and adherence to the PRH requirements. When requested, participates on Reasonable Accommodation Committee (RAC) meetings & file applicant review team meetings during regularly scheduled hours. Attends monthly conference calls, webinars, and Department of Labor (DOL) Training, as available during regular scheduled hours of service.

Incumbent must possess a valid state driver’s license.
If required by the Center Director, incumbent may have to obtain a government driver’s license.
In accordance with USDA Department Regulation 4430-792-2, this position is a Testing Designated Position (TDP) under the USDA Drug Free Workplace Program and subject to pre-employment drug testing. All applicants selected for this position will be required to submit to a urinalysis to screen for illegal drug use prior to appointment. Incumbents of this position will be required to submit to a urinalysis on an ongoing random basis, after appointment as directed.

Boxelder CCC is located 22 miles northwest of Rapid City, SD and 18 miles southeast of Deadwood, SD, 18 miles south of Sturgis, SD and approximately 4 miles west of the rural community of Nemo, SD.
The Center is located on the Black Hills National Forest. The Black Hills has 1.2 million acres of forested hills and mountains. It is approximately 110 miles long and 70 miles wide, 87 percent of which are in South Dakota and 13 percent in Wyoming.
