JOB TITLE: City Engineer

SUMMARY

Under the supervision of the Director of Public Works the City Engineer is the Project Designer and

Construction Manager of the City’s Capital Improvement Projects and performs the following duties personally.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Oversees all capital improvement projects under the direction of the Director of Public Works.
  • Designs pipe replacements, ditches, channels, roadway rehab projects, site plans, etc. Operates a personal computer utilizing complex engineering software applications, including CAD and GIS.
  • Creates contract documents, assist with bidding, manages contractors and construction of CIP projects, performs survey as needed for planning and construction.
  • Manages infrastructure assets and assists public works departments in replacements and rehab projects.
  • Assist other City Departments with the implementation of their CIP programs. This includes overseeing the design, bidding, and construction phases.
  • Creates schematics and estimates of proposed infrastructure, coordinates with GIS on managing infrastructure.
  • Works with consultants on managing the water and wastewater system analysis and modeling.

Assists the Director of Public Works with planning future growth.

  • Prepares and gives presentations to council, department heads, and other entities as directed. Writes technical and analytical reports and produces exhibits of a specialized nature in connection with civil engineering projects.
  • Work with Development Services to manage the plan review process for all residential and commercial development. Coordinate with TxDOT and LCRA as needed.

City Engineer Job Description

  • Inspect all public infrastructure being installed within the ROW, and privately owned stormwater management facilities to ensure compliance with the LCRA Highland Lakes Watershed Ordinance.
  • Assist the Director of Public Works with managing the Interlocal Agreement between the City and

LCRA. This includes developing an annualized inspection process for all BMP’s built within City

Limits.

  • Manage contractors, identifies infrastructure project needs, and assists the Director of Public

Works with a variety of programs, identifies cost savings for the City, identifies safety protocols, and assists in determining best practices for the departments.

  • Confers and assists supervisors of all public works departments as needed. Assists in preparation of budgets as appropriate and recommends adjustment items to anticipated needs. Assists with coordination of suppliers on orders for equipment, materials and supplies.
  • Assists the Director of Public Works in meeting with public to discuss services and resolve problems. Assists supervisors in promoting efficiency and morale within departments, special department projects, and improving operations. Establishes and maintains cooperative working relationships with City employees, officials, and representatives from other local, state and Federal agencies. Responds to questions from citizens and agencies on engineering projects and plans.
  • Other duties as assigned by the Director of Public Works.

SUPERVISORY RESPONSIBILITIES:

Carries out responsibilities in accordance with the organization’s policies and applicable laws;

Responsibilities include assisting with training employees; planning, assist Director of Public Works with assigning and directing work; assisting in resolving conflicts.

MINIMUM QUALIFICATIONS:

Education, Training and Experience:

Bachelor’s Degree from a four-year ABET accredited college or university. Must be a Licensed

Professional Engineer in the State of Texas, or be able to obtain one within the first 12 months of employment.

Knowledge, Skills & Abilities:

Understand principles of hydraulics and hydrology. Knowledge (or ability to quickly learn) of pertinent local, state and national codes and ordinances; knowledgeable of methods of building, plumbing and electrical construction; knowledgeable of principles and practices of civil engineering and standard construction practices; ability to plan and direct activities, communicate effectively with contractors, workers, outside agencies and the public; ability to read and interpret construction plans and specifications; ability to effectively present information to top management, public groups and/or governing bodies. LICENSE AND CERTIFICATION REQUIREMENTS:

  • Bachelor’s degree from an ABET accredited college or university.
  • Licensed Professional Engineer in the State of Texas, or able to obtain one within the first 12 months of employment.
  • Valid Texas Drivers License.

The employee must regularly lift and/or move up to 25 pounds, frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. While performing the essential functions of this job employee will frequently work near heavy equipment, moving mechanical parts, fumes and airborne particles and extreme outdoor temperatures. The noise level in the work environment is usually moderate but occasionally loud.
