Normal Work Days/Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m.

Responsibilities
Directs, develops and coordinates the department and airports special discrimination programs as they relate to civil rights, affirmative action and/or dispute resolution. Ensures department compliance with Federal Aviation Administration (FAA) and DOT regulations as it pertains to DBEs, SBEs, SMWBEs, Airport Concessions Disadvantaged Business Enterprises (ACDBE), Limited English Proficiency (LEP) and Environmental Justice for Kansas City International Airport and Charles B. Wheeler Downtown Airport. Develops training materials for department representatives in the areas of compliance with state and federal affirmative action, Americans with Disability Act (ADA) and Title VI of the Civil Rights Act. Trains all airport employees in non-discriminatory practices as pertaining to the public. Serves as a liaison for prime contractors, DBEs and SBEs in an effort to provide contracting opportunities to firms historically underutilized in their areas of specialty. Manages any contract compliance issues for the department and attends all pre-bid meetings. Directs, conducts and coordinates outreach events on a regular basis to provide additional information about conducting business with the airport, upcoming capital projects and a networking opportunity for certified diverse businesses. Complies with federal, state and local legal requirements by studying existing and new legislation, anticipating future legislation, enforcing adherence to requirements, and advising senior management on needed actions. Identifies industry trends, legislative and economic factors that will impact current/future Airport operations, services and administration. Works with the Government and Regulatory Affairs, Marketing, Commercial Development, and Community Development at local, state and federal levels. Supervises and assigns tasks to subordinate employee(s), addresses performance issues, completes annual evaluation and time-keeping functions.
Qualifications
REQUIRES Accredited Bachelor’s degree and five (5) years professional experience at a legal firm, governmental agency, intergroup relations or related area involving discrimination in employment, housing and public accommodation; labor, workforce, and economic development programs; analyzing affirmative action and MBE/WBE programs which promotes understanding among people regardless of race, color, religion, ancestry, or national origin, gender, disability or sexual orientation including three (3) years of supervisory experience OR Accredited Master’s degree or Juris Doctrate and four (4) years professional experience at a legal firm, governmental agency, intergroup relations or related area involving discrimination in employment, housing and public accommodation;labor, workforce, and economic development programs; analyzing affirmative action and MBE/WBE programs which promotes understanding among people regardless of race, color, religion, ancestry, or national origin, gender, disability or sexual orientation including two (2) years of supervisory experience. Must successfully complete a 10-year FAA background check.

Positions requiring a high school diploma/GED certificate must be obtained from a school/program accredited by the Department of Education and recognized by the U.S. Secretary of Education.
The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.
If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
