Located in the heart of the Baltimore/Washington corridor, Prince George’s County borders Washington D.C. and is just 37 miles south of the city of Baltimore. Prince George’s County Department of Housing and Community Development (DHCD) is seeking qualified applicants to fill a Community Development Assistant position, grade A17 within the Division of Housing Development.

The Community Development Assistant provides support to the Chief Housing Development Manager and staff with the administration of federal entitlement and locally funded programs and initiatives focused on the development and preservation of affordable housing for low- and moderate-income persons.

The federal programs include the Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME). The local programs include the Prince George’s County’s Housing Investment Trust Fund (HITF), the Payment-in-Lieu-of-Tax (PILOT) Program, and department initiatives such as the Right of First Refusal (ROFR) Program.

The Community Development Assistant will also support the programs funded with local relief money associated with the COVID-19 Pandemic. The position assists in the collection, analysis, and summarization of related data as well as communications with funding sub-recipients.

Examples of Work

  • Assist with the receipt and review of all funding applications from for-profit and nonprofit housing developers.
  • Compile Contract submission packages for submission to the DHCD Contract Administrator for affordable housing programs and consultant services, legislative packages for submission to the County’s Legislative Liaison, and assist with the compilation of loan documents for signature by the Deputy Chief Administrative Officer (DCAO).
  • Receive and process reimbursement requests from affordable housing developers and sub-recipients for development projects and/or program administration.
  • Draft standard correspondence as related to the programs administered by the Housing Development Division.
  • Assist in the monitoring of affordable housing development and programs for compliance with operating agreements and federal, state, and local regulations.
  • Assist with the research, design, and implementation of various affordable housing programs and initiatives.
  • Compiles statistical data and maintains accurate retrievable records; assists with the preparation of programmatic reports and presentations.
  • Willingly and cooperatively performs tasks and duties assigned, which may not be specifically listed in the position description but are within the general occupational and responsibility of the employee’s class of work.

Qualifications

EDUCATION: Graduation from high school, supplemented by college-level work in business, psychology, or sociology.

EXPERIENCE:
One (1) year of progressively responsible experience in the community development field; or an equivalent combination of education, training, and experience.

PREFERRED QUALIFICATIONS:
Previous experience and knowledge providing support to the production and preservation of affordable housing opportunities for low- and moderate-income residents of Prince George's County. The general understanding of Prince George's County programs that support the production and preservation of affordable housing opportunities.

  • Ability to prepare a variety of records and reports for management purposes.
  • Ability to maintain accurate and retrievable records.
  • Ability to establish and maintain goodwill and effective working relationships with community groups, and representatives of federal, state, and local agencies.
