United Integrated Services (UIS) provides electric system integration engineering services. Our services include computer, telecommunication, and control system, as well as traditional electric and air conditioning engineering integration services. UIS also manufactures and markets uninterrupted power supply equipment. Subcontractor of Taiwan Semiconductor Manufacturing Co. (TSMC)’s 5-nanometer semiconductor fab in North Phoenix, Arizona.

The Construction Design Manager coordinates the design services on all Design/Build projects. Also required is the ability and knowledge to effectively understand the design and construction process, relate and communicate closely with Team members from the Design and Engineering Services, Construction Operations, Government Representatives, Suppliers, Subcontractors, across multiple projects and locations. Requires a thorough understanding of Request for Proposals (RFP) and Scope of Work (SOW). This individual through their activities will assist the team members in resolving project concerns, address design and regulatory issues, develop and nurture current client relationships and expectations, demonstrate the company’s superior ability in providing construction services to clients. This person is the key contact between UIS and is responsible for ensuring that all requirements while maintaining schedule and budget.

Essential Job Duties and Responsibilities

  • Technical Knowledge: Acquire functional knowledge of government contracts, adhere-enforce regulations and code. Upon RFP receipt be able to quickly review and gain a complete understanding of the SOW.

Safety and Security: Understands necessity to keep certain project-related documents secure and files appropriately. Security is also observed in e-mail traffic (what documents are sent to parties outside the company).

  • Customer Service: Acts in a professional manner (both verbal and written) at all times as befitting a company representative. E-mails are concise, letters are properly formatted and well-written, submittal data are turned over in compliance with the contract and task order. Telephone conversations are informative to fit the subject matter being discussed and kept brief. Messages from customers and subcontractors to the management team are delivered promptly and accurately. Manage Site Investigations and Existing Building Surveys with Design teams. Prepare site investigation workbooks, conduct teleconference with government representatives, and travel to sites for field investigation of projects leading teams of architects and engineers, conduct interviews with government officials and end users, coordinate with the construction team on feasibility, ensure completeness of investigations, resolve issues and review risks.
  • Profit Management: At each design stage, work with estimating group or construction team to identify any items that may be a cost issue, or out of scope items. Effectively manage Design Consultants in timely submission of deliverables to avoid any project delays that may impact construction durations. Closely monitor and manage UIS personnel costs during the Construction phases to stay within the pre-established Construction Budget.
  • Communication: Make sure all documents, e-mail, etc. are filed in a timely manner for future retrieval if necessary. Communication with individuals outside the project team office in the completion of tasks is required. Maintain relationship with construction team during construction to gain experience from field activities. Create a log of any items that were problematic during construction that could have been addressed during pre-construction.
  • Post Design and Construction: Monitor progress with the site PMs, senior and regional construction mangers; as required, participate in weekly progress meetings, assist with design issues or changes, and coordinate via the DOR.
  • Facilitate Abilities: Manage the design process - Oversee, review and modify, as required, maintaining costs and scope during the development of Site Investigation Report; Design Development Submissions (includes: design, including interior configuration, narratives, specifications, LEED as required by the project, manufacture data, submittals, calculations, alternatives and risks). Insure recording of conversations and decisions made during the different stages of design. Coordinate and review with construction and subcontractors the designs at each stage adhering to the SOW. Complete drawing and specification reviews and comment on consistency and inclusion of all project goals. Identify any out-of-scope items.
  • Customer review, delays, and change orders (CO): Manage the Customer review process, coordinate with the Designer of Record (DOR), construction and subcontractors for evaluations & response. Monitor design schedule for time line adherence, and client review periods. As required, address requested change in SOW, initiate correspondence, respond to CO’s (RFP) coordinate with estimating on scope, design and construction impact, and time delays.
  • Technical Competence: Microsoft Office Products (Word, Excel, Office 365, MS 360, Project), Comprehensive knowledge of construction materials, methods, order of construction and scheduling. Reading and understanding of drawings, schematics, Codes, Regulations and government guidelines.

Basic Qualifications

  • Education and/or Experience: A degree in Architecture, Engineering, or Management with five years of actual experience in design build and interior/exterior renovations as project manager, general contractor, design manager, senior architect or engineer experienced as design team manager. Knowledge and experience in the construction of healthcare facilities, laboratories, and Government contracting.
  • Preferred certifications: PMP, AIA, PE, LEED AP. Knowledge of AutoCAD is a plus.

Pay: $65,000.00 - $85,000.00 per year
