Crisis Assessment Response Team (CART) is a team of Clinicians and dedicated law enforcement officers that co-respond to behavioral health crisis situations within the community. The CART Clinician will work in partnership with law enforcement for co-response to mental health emergency calls, 911 dispatch and other police officer requests. The focus of the work is assessment, stabilization in the community with linkage to services, and diversion.

The CART Clinician is a master’s level and licensed clinician (training license or fully licensed) who provides comprehensive assessment, de-escalation/stabilization, and linkage to resources for individuals experiencing a mental health or co-occurring mental health/substance use crisis. This is a high-intensity, high-stress job.

SIGN ON BONUS $7,500 &
Shift Differentials: $5/hr for 2nd and weekends, $10/hr for 3rd shift hours

On-site clinical supervision provided to individuals with training licenses

Job Summary: Milwaukee County’s Behavioral Health Services (BHS) provides community-based services for people who are experiencing significant, potentially life changing, crisis situations where the clinician is required to quickly develop rapport, thoroughly assess the individual’s mental health and substance use needs, provide recommendations regarding emergency detentions and placement, assist in stabilizing the crisis, and connect the individual to community-based resources. A high level of clinical skills, independent decision making, ability to work under pressure, and knowledge of the community is imperative.

Job Responsibilities:
  • Assessment – In collaboration with law enforcement, conduct psychiatric and psychosocial assessments, as well as evaluate danger to self and others (suicidal and homicidal ideation), in children and adults with significant mental health and co-occurring needs.
  • Crisis Intervention - Intervene and manage the acute crisis phase of mental illness in the community. De-escalate, stabilize, and resolve mental health crisis events (may include remaining with the individual in their community setting until stabilized and linked with other services).
  • Stabilize and Link - Effectively reduce any danger to self or others by providing therapeutic interventions, arranging for immediate services, and connecting to services/supports in the community until the danger is eliminated and the person is engaged in therapeutic services.
  • Crisis Plan - Implement plan of care by utilizing psychotherapeutic interventions, related to crisis assessment as well as the development of a crisis plan. Provide follow up contact to ensure intervention plans developed during the crisis are successful.
  • Consult and Educate - Consult and collaborate with the Community Access to Recovery Services, Wraparound Milwaukee, community hospitals, law enforcement, Crisis Services, and other mental health professionals. Provide community education regarding crisis management and mental health services.
  • Training – Conduct trainings for community members and law enforcement officers/agencies. Participate in community engagement and outreach.
  • Perform other duties as assigned - Assist BHS, Milwaukee Police Department, West Allis Police Department, and Milwaukee County Sheriff Office regarding community member concerns related to mental illness and substance use needs. Engage high utilizers of emergency services to access mental health and substance use services.
Sign on bonus paid during the first year of employment. First half paid after successful completion of six-month probationary period from date of hire. Second half paid out at one-year anniversary. Current Milwaukee County Employees are NOT eligible for new hire sign on bonus. Former Milwaukee County employees are also not eligible for the sign on bonus unless they left Milwaukee County service five or more years prior to the new hire date

Minimum Requirements for all positions:
  • Authorized to work in the United States; Wisconsin residency within six (6) months of hire date
  • Valid Driver's License and access to a reliable insured vehicle; both maintained throughout employment. Able to obtain a valid WI driver’s license within six (6) months of hire date
  • Master’s Degree in Social Work, Psychology, Counseling, or in a closely related field required
  • Valid WISCONSIN State licensure, free of limitations, OR able to provide proof of passed licensure exam is REQUIRED in one of the following:
  • Advanced Practice Social Workers (APSW)
  • Licensed Professional Counselor (LPC) or (LPC-IT)
  • Licensed Clinical Social Worker (LCSW)
  • Licensed Marriage and Family Therapist (LMFT) or (LMFT-IT)
  • Please note: If only providing proof of passed licensure exam, the license must be produced within 5 months of hire.
  • At least three (3) or more years of recent practical work experience in crisis services
  • Availability to work rotating shifts, weekends, and holidays is required. Schedule is generally completed 2 months in advance with the flexibility to amend shifts as needed.
  • Able and willing to travel, within community, up to 100% of work time
  • Able to lift/pull up to 25lbs as needed
Note: This original examination is open to anyone authorized to work in the United States. Appointee must establish residency in the State of Wisconsin within six months of start date and maintain such residency during employment. Candidates will be asked to submit a full account of their training and experience and may be asked to take a written or performance test as part of the selection process.
